ORGANISATIONAL CONTEXT:

The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. As the international community has committed to ending hunger, achieving food security, and improved nutrition by 2030, one in nine people worldwide still do not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty.

WFP Iraq Country Office is implementing a number of projects on social protection which cover evidence generation, policy advisory, improving targeting, digitalization of social protection schemes especially Public Distribution System (PDS), and establishment of a single registry.

JOB PURPOSE

As part of the overall social protection reform agenda, WFP together with other partners intend to assist the Government for evidence-based recommendations and roadmap to revamp and revise targeting criteria for social protection schemes in Iraq. WFP intends to engage an expert with relevant expertise and experience, to design and implement communications plan including media and advocacy campaigns supporting the social protection reforms, especially messaging around targeting of PDS. The position is expected to run advocacy campaigns supporting the programme activities especially the social protection reform agenda.

KEY ACCOUNTABILITIES

  • Support the Country Office for advocacy and communication of social protection programmes
  • Implement country specific communication work plans designed to maintain and enhance the visibility and reputation of WFP, as well as support fundraising activities, ensuring alignment with overall communications and WFP strategies.
  • Contribute to communications through good research, analysis of assigned area of work and timely preparation and distribution of information products to target audience(s).
  • Support the advocacy campaigns to showcase WFP’s activities customized for different target audiences
  • Support the social media plan by developing social media content, and utilizing platforms, networks and partners to enhance coverage and support of WFP’s activities.
  • Generate donor specific visibility content including, text, photos, videos and audio for use across a range of integrated online platforms, in order to support global and country fund-raising activities, ensuring consistency with corporate messages.

  • Monitor and analyse traditional and social media to inform the development and/or evaluation of communication activities and strategies.

  • Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  • Collate outreach data contribute to the preparation of accurate and timely reports, Support communications activities that enable informed decision making and ensures consistency of information presented to the media and other stakeholders.
  • Support capacity building of WFP staff on all aspects of communication, provides advice and guidance within area and level of expertise, in order to ensure that all activities meet desired standards of consistency, quality and impact. For example, the design and review of training materials.
  • Drafting of key messages in consultation with key stakeholders and partners on targeting for social protection systems, especially Public Distribution System.
  • Other tasks and responsibilities as they emerge during the course of project implementation.

Based on the above-mentioned responsibilities, the following deliverables are expected from the candidate:

  1. Inception Report with methodology and timeline
  2. Draft communication strategy, including implementation plan, campaigns
  3. Convene 2 Consultative workshops on key messages for PDS reforms, especially targeting
  4. Design and execute media campaigns, covering mainstream and social media
  5. Design and installation of key messages at a number of public places
  6. Completion report on the assignment covering deliverables 2-5.

STANDARD MINIMUM QUALIFICATIONS

Education: Post graduate degree in journalism, communications, technology, development studies or other relevant fields

EXPERIENCES: The candidate should have at least 7 years of relevant experience

    • Has drafted communication strategies for international organisations and/or government
    • Has designed and led communication campaigns
    • Has experience with facilitating policy discussions.
    • Has experience in Social and Behavioral Change Communications

Language: Fluency in both oral and written communication in English and Arabic

TERMS AND CONDITIONS

Position Title: Advocacy & Communications (Social Protection) SSA10

Contract Type: National Consultancy Contract

Assignment Schedule The assignment is expected to be completed in six months, starting in August 2022 – January 2023. The schedule of deliverables is to be finalized during the inception period with a mutual agreement between WFP and the consultant.
