The Government of Mongolia and UNICEF’s current Country Programme 2023-2027 support Mongolia in addressing inequity in accordance with the Vision of Mongolia-2050 and the Sustainable Development Goals. The Country Programme supports high-impact child-friendly integrated interventions, including the water, sanitation and hygiene (WASH) programme which promotes energy-efficient, climate-resilient WASH technologies suitable for local communities, households and institutions (schools/dormitories, kindergartens and health care centres). The current WASH programme is contributing to the achievement of the SDG-6 targets in Mongolia, which encompasses not only the ambitious new targets for universal access to safe drinking water and for equitable sanitation and hygiene but also demands that all water and sanitation system be “safely managed.” However, the combination of rapid modernization, traditional lifestyle under harsh weather conditions and climate change impact presents many challenges for peri-urban and rural households and for the delivery of equitable and safe drinking water supply and sanitation services.

How can you make a difference?

The consultant is accountable for supporting the Country Office in the implementation of WASH construction projects, including construction designing, site inspections for the planned WASH facilities, on-site construction monitoring, and hand-over to the beneficiaries (local governments). The consultant’s immediate input is required on the implementation of project “Improving sanitation and hygiene in flood vulnerable communities for improving public health situation”, funded by the Government of Japan. The project objective is to improve access WASH services for the vulnerable population in flood-affected communities in Ulaanbaatar city.

The following key tasks are required for implementation of project “Improving sanitation and hygiene in flood vulnerable communities for improving public health situation”:

• Finalize location of planned WASH facilities in partnership with 9 district governments of Ulaanbaatar city and conduct initial technical assessments of the feasibility of the WASH facilities in accordance with National Emergency Management Agency for the approved identified assembly locations (at least one site visits to Baganuur, Bagakhangai, Nalaikh and other districts of Ulaanbaatar city).
• Review the facilities designs and budgets for sanitation facilities with UNICEF and districts government involved depending on the size of the population using the services.
• Agree on the design in accordance with UNICEF Branding and requirement that include, people with disabilities, lightning, water usages.
• Validation of each district selection site with local government with the estimated population using the facilities according to construction specifications
• Report and Participation in construction company ‘s selection with district governor office.

To qualify as an advocate for every child you will have…

• University degree in one of the disciplines relevant to the following areas: Construction Engineering, Sanitation Engineering, or a field relevant to WASH designs and constructions.
• Five years of progressively responsible relevant work experience in the UN or other international development organization, or national government, the private sector or fieldwork experience.
• Fluency in English required. Proficiency in another UN language would be an asset. Able to work effectively in a multi-cultural environment, in high altitude and cold climate.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
