How can you make a difference?

Under the direct supervision of the Communication for Development Specialist and overall guidance from the Deputy Representative, Communication Expert will support in the development of key communication materials, draft situational reports, briefing notes, donor reports. Communication Expert will also assist the Communication for Development (C4D) team in providing technical inputs around community and communication strategies, the development of materials, and other assets. The support provided will enable the country office to achieve the results related to reporting, donor engagement, political and media-related communication support, and advocacy. When done effectively, the achievement of the outcome results will enable the team to deliver lifesaving humanitarian support for the refugees who fled from conflict areas.

Main responsibilities and tasks:

  • Draft and develop key communication materials (press releases, briefing packs, advocacy notes) on the UNICEF response on an as-needed basis, and as assigned by the Chief of Communications.
  • Prepare human interest stories, photo essays, and/or other written and multimedia products documenting UNICEF work in the response. Submit these products for use by UNICEF offices, and for publication on CO online platforms.
  • Support message development and multimedia production process in close coordination with the key sectoral stakeholders from the Government of Tajikistan and other principle partners.
  • In Coordination with the communication team and program sections, to help in developing and operationalizing high-quality communication and advocacy plans, campaigns, and other interventions.
  • Any other external communications or reporting tasks as discussed with a supervisor, or based upon requirements of the CO.
  • Support in developing draft SitReps and Snapshots on regular bases, as assigned by the C4D specialist and Communication officer, and in collaboration with other programme colleagues.
  • Conduct political and media analysis and on regular basis, update relevant task force or programme colleagues to strengthen their humanitarian interventions.
  • When directed and time/context permitting, assist in the development of videos and photographs documenting UNICEF response efforts.
  • Assist in updating and maintaining UN, international government and NGO partner mapping of agencies and organizations engaged in the response.
  • Coordinate with key external partners supporting emergency response
  • Support program teams with donor engagement and reporting, drafting and ensuring high-quality reports are submitted.
  • Working with C4D colleagues, contribute towards C4D specific risk communication and community engagement efforts in the context of humanitarian assistance

Provide multimedia and material development support to the C4D team – especially in developing key messages, IEC materials, response strategies, and other activities.

To qualify as an advocate for every child you will have…

  • University degree in one of the following fields is required: Media and PR, Communication, Political science, policymaking, and other related areas. Master's degree and/or additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.
  • A minimum of 2 years of relevant professional experience in Communication and advocacy interventions.
  • Developing country work experience and familiarity with emergencies is a must.
  • Ability to persuade and influence, negotiate to obtain agreement, promote ideas.
  • Ability to network and establish good relations with staff, partners, and government.
  • Resourcefulness, flexibility, and the ability to prioritize large amounts of work while under pressure.
  • Good analytical, facilitation, communication, and presentation skills.
  • Politically and culturally sensitive, awareness of gender issues, with qualities of patience, tact, and diplomacy
  • Fluency (verbal and written) in English and Tajik is required. Fluency in Russian will be an additional asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
