How can you make a difference?

The European Union-funded APROSOC (Social Protection Support) programme aims to support the government in strengthening its social protection systems. The second component of this program, the "SIMSAP" project is implemented by the Ministry of Social Action, Family and Women's Promotion (MAFAMU), since 2014.

During the year of 2021, APROSOC project is focused in promoting the sustainability of the interventions piloted, which include the social cash transfer programmes, as well as the decentralisation of social services. Communication is a crucial element for the sustainability strategy and specific activities have been planned to occur during the year, as part of the Communication and Visibility plan of SIMSAP/APROSOC.

The work of the Individual Contractor will be supervised by UNICEF Chief of Communication in coordination with colleagues from UNICEF Social Policy section and the APROSOC Communication Subgroup. The Individual Contractor will:

  1. Work closely with partners to ensure the implementation of the planned activities, in accordance with the SIMSAP/APROSOC Communication & Visibility plan, including support at national and provincial level for events, mobilize the media, engage local decision makers and influencers; draft and disseminate press release, develop and disseminate newsletter; and other deliverables in the communication and visibility plan.
  2. Monitoring and evaluation of advocacy and communication materials developed for APROSOC project;
  3. Prepare the Communication and Visibility Reports for the EU and for Project Partners.

1. Preparation and implementation of communication and visibility activities and products, related to the dissemination of studies and communication products aligned with the sustainability of APROSOC piloted models (including Budget Briefs - BB, public finance studies, MODA, etc.)

(1) Communication and dissemination plan for the studies (BB, public finance, MODA) developed and approved in close coordination with key partners. (2) One article about the main results published on specialized economic newspaper, one opinion article published on a national newspaper.

2. Implementation of communication activities of APROSOC/SIMSAP C&V plan (including MAS/CASIs and Cash Transfer Programme)

(1) APROSOC institutional communication material elaborated, according to the plan, including at least two APROSOC bulletins and one final video. (2) Six Human Interest Stories produced (3) Media engagement activities performed according to the plan, with focus on MAS/CASIs and Cash Transfer programme; (4) At least two National events and three regional events performed to disseminate national social action policy and APROSOC results.

To qualify as an advocate for every child you will have…

  • An university degree in Communication, Journalism, Public policy, Social Policy, or related development sector are
  • A minimum of 4 years of relevant professional experience in media and communications, particularly in the field of advocacy and communication, preferably with experience of producing advocacy materials, as well as with knowledge and experience in public campaigns.
  • Experience in development will be preferred.
  • Willingness to immediately take up the assignment
  • Fluency in English and Portuguese is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Terms of Payment: The consultant will be paid an all-inclusive fee (transportation costs, stationary, communication and other miscellaneous expenses) as per the stipulated deliverable and payment schedule

Contract Duration****: 6 months
