-PURPOSE OF CONSULTANCY

The mission of the World Health Organization’s (WHO) Health Emergencies Programme is to support countries, and to coordinate international action to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. The COVID-19 pandemic has underscored the need all countries, to strengthen their health emergency preparedness, readiness, and response systems overall, both at national and sub-national levels.

The “Strengthening national capacities against COVID-19” project funded by EU and implemented by MoH with the technical collaboration of WHO Country Office (CO) Ankara, aims to further strengthen laboratory capacities for COVID-19 diagnosis and surveillance and other emerging and re-emerging pathogens of epidemic potential, reinforcing health security in Türkiye. Within the framework of the project, WHO provide technical guidance and operational support to the Ministry of Health in detection and monitoring of SARS-CoV-2 transmission and timely diagnosis, surveillance and reporting of emerging and remerging pathogens, in compliance with the WHO recommended standards. This project has been running for two years, with another 15 months until completion.

In the WHO Country Office Türkiye, communication and advocacy activities are aligned with the WHO Strategic Communication Framework for effective communications. This framework has the objective to support the delivery of the European Programme of Work (EPW) and the CO projects work towards achieving the specified goals under EPW. Therefore the consultant will be responsible CO communication and visibility actions in addition to project responsibilities.

To deliver and support the relevant communication activities mentioned above a full-time communications consultant is required to lead actions and support for the Country Office and project communications, visibility, trainings, and relevant implementation and reporting of activities.

The consultant will work with the WHO Country Office in Ankara, Türkiye, in close collaboration with key project staff members, and collaborate with WHO Regional Office for Europe, and WHO Headquarters. Under the guidance of the project coordinator, the consultant will act as a communications expert within the project and for the Country Office, supporting visibility of the project and development of communications and advocacy materials and implementation of activities.

BACKGROUND

The consultant will work on the communication activities of “Strengthening national capacities against COVID-19” project and support communications and visibility actions of WHO Country Office, Türkiye.

DELIVERABLES

The following deliverables are expected from the consultant. Deliverable 1. Implement the communication and visibility plan of the EU funded project:

  • Create written and visual communication materials on project activities to promote the progress and the donor’s visibility according to the communication and visibility plan
  • Design a digital and print kit for events and meetings.
  • Promote the project activities on social media and online platforms through communication products and manage the distribution of items.
  • Obtain visibility approval from the donor and inform the donor about communication activities and possible visibility opportunities.
  • Keep the track of communication activities and report the results of activities monthly.
  • Create a brand identity and ensure that it is applied in written and visual materials of project.
  • Apply WHO and the donor’s visibility guidelines and align communication materials with the guidelines.

Deliverable 2. Coordinate technical arrangements/requests for events and audio-visual settings, and supporting external and internal engagement efforts such as through event planning, and promotion, and/or organizing related material:

  • Design digital invitations and organize an online meeting for monthly seminar series.
  • Ensure technical compliance of the activities and events by testing sound and video equipment, interpretation devices, placement of visibility items for AMR coordination meeting, data management trainings.
  • Capture high-quality photographs and short videos of project activities per month to create online and offline visual archive for the project.

Deliverable 3. Promote knowledge sharing across the offices, track changes in guidelines and strategies at HQ and Regional Office level and apply changes in country level and building capacity of digital communications at all levels through knowledge sharing:

  • Develop and assure branding plan is followed on all project documents, reports, and public information materials.
  • Monitor social media trends for organization and project purposes and appropriately applying.
  • Update the CO strategy and compile the results monthly.
  • Distribute regular newsletter to the stakeholder about the progress and important steps.

    Deliverable 4. Organize Risk Communication in Emergencies training to the WCO staff and partners and supporting joint communication activities and audio-visual production between WHO and MoH Organize a series of three communication trainings and three workshops at WCO and MoH by developing agendas; liaising with technical staff on the development of training modules and facilitator notes, exercises and group work; and supporting audio-visual production including scripting, filming and editing for joint MoH and WHO activities and campaigns:

QUALIFICATIONS

Educational Qualifications

Essential: Bachelor’s degree in communication or audio-visual design, public relations, information design,

Desirable: Master’s degree in business, marketing, management or another relevant field from an accredited/recognized institute

Experience and knowledge

Essential:

  • 1 year of experience in public relations, communications, or social sciences.
  • Experience working in an international setting.
  • Solid experience in graphic design.
  • Good knowledge of audio-visual production.
  • Experience in corporate communication and communication strategy design & implementation.
  • Solid knowledge about EU funded projects and visibility rules and familiarity with EU guidelines.

Desirable:

  • Knowledge of UN or WHO communication product policies.
  • Relevant work experience within WHO and/or UN agencies or other international organizations or entities active in the health sector and emergencies.
  • Experience in the development of communication and information management materials will be an added value
  • Experience in event planning.
  • Experience in giving training or developing training content will be a plus.
  • Experience in working with government institutions.

Languages

Essential: Excellent knowledge of English and Turkish, oral and written.

LOCATION

On site: WHO Country Office, TUR Ankara Office, Türkiye

TRAVEL

Travel may be involved to support project missions.

REMUNERATION

Remuneration is based on NO-A salary scale (NO-A step 4: 38,847 USD/12=3237USD. Payment will be the Turkish lira, equivalent to 3237 dollars on a monthly exchange basis in accordance with WHO’s national consultant’s pay rates for Turkey. Travel costs will be covered separately.

CONTRACT DURATION

Expected duration of contract is between 12 January 2023 to 11 December 2023.
