Purpose

The main objective of this consultancy is to support the implementation of national vaccine and logistics plan to ensure timely and smooth introduction of COVID-19 vaccine in South Sudan as per the agreed timeframe defined by the MOH and partners. The national consultant will be working with the international consultant to support activities related to the development of the vaccine and logistics plan, procurement and installation of the cold chain equipment, updating the SOPs and stock management tool, capacity building, etc. The national consultant will be also required to visit the field locations as appropriate.

Scope of Work, Activities and Deliverables

In collaboration with MOH/WHO/UNICEF/other extended partner teams as well as UNICEF EPI/Cold chain and logistics team, and contractors, the cold chain officer will support the procurement of cold chain equipment, facilitate the contractual arrangement for transportation, installation and commission, and conduct training to the cold chain technician and vaccine store managers on the vaccine management SOP and stock management tools. The consultant will also ensure the functionality of the cold chain equipment prepared for vaccine introduction through regular monitoring and reporting as well as management of the response mechanism for potential cold chain failure.

· Operational Deployment Plan and Procurement Plan of Cold Chain Equipment (including Passive Containers) required for sufficient storage of COVID-19 vaccine covering the details specification, shipment and distribution arrangement is prepared and costed.

· Co-ordinate and facilitate the contractual arrangements for the in-country transportation, installation and commissioning of the cold chain equipment procured for COVAX introduction.

· Contractual Arrangement for in-country transportation, installation and commissioning of the cold chain equipment procured for COVID-19 vaccine introduction is facilitated and contracts are ready for ODP implementation

· In collaboration with International Cold Chain and Vaccine Management Specialist, update all the stock management tools with addition of COVAX vaccine for vaccine visibility.

· Vaccine and stock management tools as well as operating procedures to reflect the characteristics of COVID-19 vaccines (i.e. vial size, VVM, and waste management) are prepared, printed and distributed to all vaccine store managers and vaccinator teams.

· Organise the provision of training and capacity building of the cold chain technicians and associated vaccine staff (e.g. store managers) at national, state and county cold chain stores in the context of COVAX introduction.

· The consolidated training report (covering sub-national) on COVID-19 vaccine and stock management in line with updated SOP conducted for vaccine managers at all levels

· Regular monitoring and reporting on the status of the cold chain system, installation of procured CCE and functionality of the cold chain infrastructure for safe storage of the COVAX vaccine and injection supplies.

· Establishing timely response mechanisms for potential cold chain failure in order to ensure optimal functionality of the cold chain system for COVAX introduction.

· Progress report on procurement, distribution, and installation of new cold chain equipment, repair and maintenance status of non-functional cold chain (sickness rate) implemented by establishing a Cold Chain Complaint Response Mechanism

Qualifications and Competencies

The Cold Chain Officer/Consultant must have the following qualifications:

Education:

  • University degree relevant to the following areas as Public Health, Medicine, Pharmacy, Public Administration, Management, Business Administration, and Supply Chain Management, etc.

    Working Experience:

  • Have at least three years’ experience at national level in planning, programming, implementation monitoring and evaluation of health/immunization programmes, immunization/health supply, logistics and procurement.

  • Professional work experience in a technical expert position related to immunization/health supply, logistics and procurement.
  • Health logistician with extensive knowledge of the Expanded Programme on Immunization, including aspects related to mass vaccination campaigns;

  • Have proven experience in the implementation of mass vaccination campaigns, for example polio NIDs or Measles SIAs;

Technical Knowledge and other skills:

  • Have skills in leadership, teamwork and adult education;
  • Proficiency in computer tools, including Excel, Word and PowerPoint software;
  • A good command in the logistics tools of the EPI, SMT, CCE inventory tool;
  • To have knowledge of the national health system in South Sudan
  • Fluency in English (verbal and written)
  • Have an organizational and managerial capacity;
  • Know how to maintain good relations with all partners;
  • Be a team player;
  • Ability to work in a multicultural environment;
  • Can communicate and train.

Estimated Duration of the Contract

6 months – 1st February 2021 to 31st July 2021

Geographic Area: (****Duty Station and Official Travel****)

The consultant will be based in Juba with frequent travel to field as required.

Payment Schedule

Upon satisfactory submission of progress reports (the above deliverables), The consultant must prepare and submit a monthly activity report (outline of the report provided by UNICEF) which will determine the payment of his or her monthly benefit. A technical evaluation will be conducted at the end of the contract.

UNICEF Supervisor

The consultant will be under the direct technical supervision of the International Cold Chain and Vaccine Management Consultant under overall supervision of Cold Chain Specialist and works closely with the MOH/WHO and extended partners in the country.

Estimated Cost of the consultancy

All applicants are required to submit a detail financial proposal and technical proposal;

Travel Clause

  • All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • The eligible maximum amount for travel is specified in the contract.
  • The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
  • Travel costs will be reimbursed after the completion of mission. UNICEF will pay the applicable DSA rate and other travel related expenses upon submission of the invoice together with the supporting documentation.

Nature of Penalty Clause in Contract

If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days - 10%; 1 month -20%; 2 months -30%; more 2 months – payment withhold).
