A.Project Title

Climate Finance Network (CFN) Programme

B.Project Description

UNDP has been at the forefront of climate finance reforms in the Asia Pacific region. Over the last decade, it has supported a range of countries in the region to mainstream climate change in the planning and budgeting proves. The DFID-supported Climate Proofing Growth and Development (CPGD) programme (2013-2019) and the Government of Sweden supported Strengthening the Governance of Climate Change Finance (GCCF) programmes (2012-16; 2017-22) have enabled UNDP to provide technical support for policy and technical policy reforms and interventions across the budget cycle; as well as supporting the promotion of sharing of knowledge and peer-to-peer technical assistance across the region.

Climate Finance Network (2022-2028) is a regional programme implemented by UNDP and is part of a wider UK-funded programme Climate Action for Resilient Asia (CARA). The CFN will build on the investments made on public climate finance as well as enhance and broaden the menu of reforms to enable countries to access international climate funds and innovative climate financing, including from the private sector, in a gender-responsive and socially inclusive manner.

The CFN seeks to work across on six inter-related workstreams which are based on our climate change finance programming experience and lessons learnt:

1) Climate change aligned budgeting and planning;

2) Access to international climate change finance;

3) Tax and Innovative climate finance;

4) Gender and social inclusion and climate change finance; and

5) Transparency and accountability of climate change finance; and

6) Modelling climate change impacts on economic growth, sectors and consideration of distributional impacts.

The countries that the programme will cover includes Bangladesh, Cambodia, India, Indonesia, Malaysia, Maldives, Nepal, the Philippines, Sri Lanka, Thailand, Vietnam and Fiji, Kiribati, Republic of Marshall Islands, Solomon Islands, Tonga, Tuvalu, Vanuatuseven countries (tbc) in the Pacific.

Climate change finance and the increasing need for domestic funds is on the policy agenda of many countries. Through the aforementioned programmes many countries in the Asia-Pacific region have placed significant efforts in integrating climate change dimension into the national budget systems. The need for an objective assessment to assess the level of integration of climate change in public financial management systems was realized. This led UNDP to develop a tool - Climate Change Budget Integration Index (CCBII) - to assess the level of integration of climate change finances in thePFM systems of countries in the Asia Pacific region. This tool was piloted in two countries in 2015/16 – Nepal and Pakistan. The methodology to measure integration of climate change was further modified by adding gender and human rights into the index, now called CCBII++. Assessments using the CCBII++ index has been done in Bangladesh, Cambodia, Fiji, Vanuatu, Indonesia and Thailand in 2017 and again repeated in 2020.

Application of a standard and comprehensive methodology on assessment of the level of integration of CC in the PFM systems will bring the following benefits:

  • Systemic approach and more objective validation of the progress towards CC-integrated PFM system in countries:
  • Setting a baseline, prioritization and helping with formulation of a reforms agenda for CC integration (guidance for formulating the country’s reforms directions and agenda)
  • Cross-country comparison, especially relevant in the regional context
  • Platform for cooperation framework with development partners.

One of the key outcome level requirements for the CFN programme (and the GCCF) is to establish CCBII++ baselines for each country and to periodically update it. This will provide an empirical basis for assessing progress on the mainstreaming of climate change in the planning and budgeting process in the CFN countries.

A National Consultant will be engaged to undertake an assessment as per the CCBII. Under the overall guidance of the Team Leader – Climate and Environment Team, and the supervision of the Project Manager – Climate Finance, the Service Provider will carry out this assignment and closely coordinate with the Regional Climate Finance Consultant. The Regional Climate Finance Consultant will provide guidance and consolidate the reports from different countries.

C.Objective

The key objective of the assignment is to carry out an assessment of climate change integration into the country’s systems and processes. This will be done in accordance with the CCBII++ tool that has been developed by the UNDP.

D.Scope of Work

The national consultant is expected to support the regional climate finance consultant by:

1. Undertaking ground research for the CCBII+ in the country, in collaboration with UNDP country office counterparts. This will include:

  • A review and update of the key national climate change, gender and human rights policy documents to produce a synthesis of the current situation in the CFN countries
  • A review and mapping of the PFM system and budget cycle in these countries including an outline of key PFM reforms
  • A broad review of the legal and other instruments for gender mainstreaming in the country and the extent to which gender budgeting has been rolled out
  • A broad review of human rights issues and stakeholders involved in budget transparency and accountability including any entry points such as disability rights
  • A mapping of recent and ongoing projects and programmes on climate finance and related gender and human rights aspects
  • A review of relevant stakeholders and development partners

2. Conducting interviews with relevant stakeholders in the country as directed by the CO and CFN teams

The consultant is expected to familiarize themselves with the work of the GCCF and CFN project and work with the Regional Climate Finance specialist to understand the methodology behind the CCBII++ and how it has been implemented earlier.

F.Institutional Arrangement

The assignment will be conducted in coordination with the Country Focal Point for the Climate Finance Network and Regional Climate Finance Specialist. The Regional Public Finance and the CFN Program Manager will provide advisory support as required.

G.Duration of the Work

This assignment requires an input of 20 working days spanning from 15th December 2022 to 28th February 2023.

H.Duty Station

This assignment will be home based.

Required Skills and Experience

I. i. Education Qualifications

Master’s degree in Climate Change, Finance, Statistics, Economics, Public Policy or other related field.

ii. Experience

  • At least 5 years of proven experience in public financial management, particularly in budgeting and expenditure management, developing databases, and application of climate finance tools.
  • Experience working in public finance management in climate change is a distinct advantage
  • Some experience in gender is an asset

iii. Language requirement

Excellent spoken and written English language skills required

J. Scope of Price Proposal and Schedule of Payments

This is a fixed output based contract price regardless of extension of the herein specific duration. The consultant will be paid on a lump sum basis under the following installments.

Annexes

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored into the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

Incomplete proposals may not be considered. The shortlisted candidates may be contacted and the successful candidate will be notified.

L. Criteria for Selection of the Best Offer

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of a set of weighted technical criteria (70%) and financial criteria (30%). The financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Criteria 1: A Master’s Degree in Climate Change, Finance, Statistics, Economics, Public Policy or other related field – Max 20 points

Criteria 2: 5 years of proven experience in public financial management, particularly in budgeting and expenditure management, developing databases, and application of climate finance tools – Max 20 points

Criteria 3: Experience in public finance management in climate change and/or gender – Max 10 points
