Background:

As per the commitment of the government of Bangladesh to UNESCAP at the Ministerial Conference on Civil Registration and Vital Statistics (CRVS) 100% birth registration and 50% death registration within one year of occurrence by 2024. To fulfill this commitment, multi-sectoral approaches will have to be taken by respective authorities and the process of registration needs to be made simple and one-step-based service. Therefore, the Office of the Registrar General, Birth, and Death Registration under the Local government Division, Cabinet Division, and UNICEF Bangladesh are working together to fulfill the government commitments and make the existing birth and death registration process and all activities simple, time-saving and make the database credible.

Work Assignment Overview:

Tasks/Milestone: Deliverables/Outputs:1. Support the Office of Registrar General to integrate BDRIS2 with other viable databases (such as of Ministry of Health and Family Welfare and Ministry of Primary & Mass Education) to ensure timely birth registration.

This task will include mainly birth registration completed through EPI individual tracking Notification and registration of births are made functional through the integration between MIS, E-tracker, and EIMS of the Ministry of Health and Family Welfare.

-Database, EIMS and hospital-based birth tracking

-Databases under the Directorate General of Health Services2. Support the ORG to develop skilled and motivated human resources to operate BDRIS and increase understanding of the registration process.-Training Manual is printed and distributed to all districts and Upazilas.

-ToT to the nominated officers and staff for creating a Master Trainer Pool has been conducted.

-Rolling out practical training and awareness program on birth and death registration of the selected districts (300 relevant people linked with conducting registration are trained).

3. Support (policy level) the ORG to ensure birth and death registration services through a smooth and efficient BDRIS and skilled human resources.

-Duplication identifying engine and report to the local administration for deduplicating the identified cases is developed.

-Steps taken for recording fingerprints of the DDLGs and UNOs to protect against improper use of User ID & Password issued against them.

-Rolling out practical training and awareness program on birth and death registration of the selected districts (300 relevant people linked with conducting registration are trained).

-The hardware devices for using BDRIS (Birth and Death Registration System) are locked to reduce malpractices.

-Scope of works /services are identified for developing Development Project to strengthen ORG's institutional capacity, Birth and Death Registration.

-Rolling out practical training and awareness program on birth and death registration of the selected districts (300 relevant people linked with conducting registration are trained).

-Development Project Proforma (DPP) (incorporating UNICEF-supported current project) is developed and submitted to the relevant Ministries.

4. Support to ORG for requesting concerned Ministries/Division for inclusion of birth and death registration issue in the long/short courses or training Curriculums (i.e Bangladesh Administration and Management (BIAM), National Institute of Local Government (NILG), and curriculums or training modules for officials and frontline workers under the Ministry of Health and Family Welfare. Long/short course training Curriculum of Bangladesh Administration and Management (BIAM) and National Institute of Local Government (NILG) incorporated a chapter on birth and death registration.

-Health Officials’ and Health Services frontline workers’ training curriculum incorporated birth and death registration roles.

-Rolling out practical training and awareness program on birth and death registration of the selected districts (400 relevant people linked with conducting registration are trained).

-Monitoring and reporting the e-notification activities against newborn children at the hospital and under health facilities increased.

-Training on birth and death registration to all cadre and non-cadre officials is conducted to motivate the trainees to be aware of all concerned under their jurisdictions.

-Rolling out practical training and awareness program on birth and death registration of the selected districts (400 relevant people linked with conducting registration are trained).

-Monitoring and reporting the e-notification activities against newborn children at the hospital and under health facilities increased.

5. Any other task related to coordination, document preparation and process facilitation, upon request by the Chief, Child Protection Section or the Representative of UNICEF.

  • The consultant should be well versed in UNICEF’s ethics and guidelines on research with children, Do No Harm, and child safeguarding

As necessary

Minimum Qualifications/Knowledge/Expertise/Skills required:

Master of Social Science-Sociology, Economics, Social Welfare, Law, International Relations or any other relevant subject or Master of Science degree-in Mathematics, Informatic or any other relevant subject.

-Minimum 8 years of progressive work experience in relevant area of work.

-Specific field experience on birth and death registration, related law and policies.

-Knowledge and experience in policy drafting, conducting training and multi-sectoral coordination.

-Fieldwork experience and/or policy design in the area of CRVS.

Administrative Details:

Assignment Duration: Maximum 11.5 months

Work modality: Dhaka, Bangladesh (home based/the ORG) with foreseeable travel to different Districts and Upazilas including Cox’s Bazar district and all upazillas under the District.

Payment: Payment will be made on successful completion of each deliverable with certification from supervisor

2. Financial Offer:

Should be an all-inclusive (lump-sum) fee for all deliverables and complete output of the assignment as described in the TOR. It should include among others consultancy fee, associated administrative cost, all living and travel cost (please see travel plan in the TOR if applicable). UNICEF will not cover any additional cost.
