Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Within the delegated authority and under the supervision of CCM Executive Secretary, the UN Volunteer C19RM Coordination Officer will undertake the following tasks:

  1. In close collaboration with CCM Secretariat and UNDP PMU, coordinates all aspects of the planning and development of the C19RM Funding Request;
  2. Ensure meaningful consultation and coordination (with Civil Society/communities, Technical Partners and national COVID-19 coordinating structures), documentation, and ensure good governance and inclusive decision-making in the development and submission of C19RM Funding Requests, and
  3. Ensure the timely endorsement and complete submission (either via the Fast-Track option or the appropriate window) of C19RM Funding Requests
  4. Effectively, liaise with all implementing Partners, the Zimbabwe COVID_19 Task Force, UNDP and MoHCC and other partners to ensure timely implementation of the grant and timely updates to the CCM Oversight Committee
  5. Supports the CCM Secretariat to follow up on the two PRs for updates and timely reporting on implementation of the approved C19RM 2.0 activities
  6. Performs any other roles as may be prescribed by the supervisor and CCM Executive Secretary

Scope of work:

The assignment will cover the following areas:

Operational Area 1: Coordination of the C19RM Funding Request Planning and Development Process

  1. Maintain close collaboration with the CCM Executive Secretary, the CCM Chair/Vice (or Executive Committee) and any task force or committee setup to plan and develop the C19RM Funding Request.
  2. Conduct a desk review of relevant C19RM application documents and guidance materials, which include but are not limited to:

    1. The C19RM application package
    2. The C19RM Technical Information Note
    3. The Mitigation of COVID-19 Effects on HIV, TB and Malaria Services and Programs Information Note
    4. The Technical Information Note on Community Systems and Responses
  3. Share relevant document and guidance materials with all stakeholders.
  4. Maintain close and constant communication with CCM members and structures, Country Teams, technical partners and COVID-19 national coordinating bodies throughout the funding request development process. This coordination includes involvement of stakeholders from initial communications and development of first drafts to review and approval of final versions.
  5. Provide regular bi-weekly updates on activities and progress to the CCM Executive Secretary, CCM members, Country Teams and the CCM Hub Coordinate with the CCM Executive Secretary to ensure existing and additional resources to support inclusive dialogue (particularly to ensure community engagement) are available and can be utilized.
  6. Ensure the detail of planned activities and budgets are agreed with the CCM Hub/Country Team on an ongoing basis.

Operational Area 2: Consultation, documentation, and inclusive decision-making

  1. Organize, conduct, and document comprehensive consultations with:

    1. Civil Society constituencies, with Civil Society platforms beyond the CCM membership and communities most severely affected by COVID-19;
    2. Technical Partners, and
    3. COVID-19 National Coordinating Structures/Bodies
  2. The objective of these consultations is to discuss priority areas, needs for alignment and interventions following the guidance provided by the Global Fund.
  3. Ensure the results/feedback and recommendations of consultations are considered in the C19RM funding request development process.

Operational Area 3: Timely endorsement and complete submission of C19RM Funding requests

  1. Ensure the C19RM Funding Request is endorsed by all CCM members using the appropriate materials/methods.
  2. Ensure that proposed COVID-19 control and containment interventions considered in funding requests are endorsed by the COVID-19 national coordinating body.
  3. Ensure the timely and complete submission of the C19RM Funding
  4. Request application materials following the guidance, method and timelines provided by the Global Fund.

Operational Area 4: Timely Coordination and reporting on the implementation of the approved C19RM activities

  1. Liaise with the two PRs on the timely implementation of the approve activities for C19RM 2.0
  2. Provide regular bi-weekly updates on on implementation of C19RM activities and progress to the CCM Executive Secretary, CCM members, Country Teams and the CCM Hub Coordinate with the CCM Executive Secretary to ensure existing and additional resources to support timely implementation of approved activities and efficient use of grant resources
  3. Provide administrative support to the CCM Secretariat on C19RM
  4. Serves as the main link between the CCM Secretariat and the COVID-19 Secretariat

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

  • Bachelor's degree with social sciences, public health, development orientation highly desirable.
    • Postgraduate degree in any of the fields mentioned above

Required experience:

24 Months

Experience remark:

  • At least 2 years of experience in project-level or state/national-level project planning
  • Experience working in a multi-stakeholder governance environment
  • Processes Excellent oral and written skills; presentation, facilitation, coordination skills; excellent drafting, formulation, reporting skills;
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; ability to work effectively with staff and organizational stakeholders; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to handle multiple tasks simultaneously, set priorities and work independently as well as part of a team; ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Proven ability to communicate and interact with high level Government officials, CSO, UN and Health Development Partners
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
  • Sound security awareness;
  • Have affinity with or interest in programme, volunteerism as a mechanism for durable development, and the UN System.

Area of expertise:

Public health, HIV/AIDS support

Area of expertise details:

  • Familiarity with and knowledge of the national health sector and the development partner platforms/programs in country as well as national Civil Society Platforms
  • Familiarity of the Global Fund Funding Request development process and the elements of the C19RM; and experience in developing past Global Fund Funding Requests, desirable
  • Familiarity with the epidemiological and programmatic indicators for COVID-19 and key financial indicators; general familiarity with COVID-19 control and containment interventions
  • Proficiency in data collection, triangulations and data analysis from different sources
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
