The Innovation Unit at UNICEF supports the design, implementation and monitoring of various digital initiatives supporting young people in Tanzania. These Initiatives include the OKY Period Tracking App, Mental Health and Psychosocial Support and U-Report.

Oky Period Tracking App Oky is the first-of-its-kind open-source mobile phone period tracker and menstruation education application co-created with and for girls. Oky illustrates innovative tech design that tackles both: the taboo, stigma, misconceptions, and lack of quality information related to menstruation and reproductive health for girls, and the gender digital divide.

U-Report U-Report Tanzania is a multi-channel platform operating predominantly on SMS also available on social media channels such as Facebook and twitter) optimized to enable young people voice their opinion on issues they care about, connect with each other, connect with their leaders and get realtime information/feedback on new initiatives and campaigns.

Mental Health and Psychosocial Support Chatbot in Child Helpline This software seeks to address the increased need, and increased demand for Child Helpline services, by introducing the use of artificial intelligence (AI) to design and build a Chatbot function and embedding this as much as possible with the pre-existing U-Report and Child Helpline (CHL) infrastructure.

How can you make a difference?

The purpose of this consultancy will be to provide the innovation section with support in overseeing the implementation of these digital solutions through working closely with young people and partners in the design, implementation, and monitoring of the various digital solutions.

The consultant will work to engage young people, and relevant stakeholders in order to define business and user requirements and will be tasked with coordination of internal and external activities and document key learnings and best practices from the implementation of the digital solutions.

MAIN OBJECTIVES, DELIVERABLES AND TIME FRAME

Main objectives:

The consultant will be performing the below main activities:

1. Jointly with the Innovation Officer support with the coordination of OKY activities

1.1 Ensure that all activities are delivered on time and within scope .

1.2 Provide regular updates on progress and challenges to the Innovation Team at the Tanzania Country Office

1.3 Document insights, learnings, and outcomes of activities

1.4 Deployment support to the key implementing partner such as:

• technical support on setting up and running girls’ consultations

• technical support in running market scans

• support user testing and feedback

• support and technical advisory on content creation, adaption, and translation

1.5 Provide other technical assistance and support to the key implementing partner as needed

2. In collaboration with the Innovation Specialist provide support in the implementation of the MHPSS project:

2.1 Liaise and coordinate with all relevant teams internally and externally to ensure that all activities are delivered on time and within scope;

2.2 Develop user requirements documentation.

2.3 Develop Business requirements documentation;

2.4 Design, Coordinate and Facilitate workshop and group activities related to the programme, including those relating to the development of any documentation, training and onboarding or users and final programme evaluation

3. Jointly with the Innovation Officer provide support on U-Report Stakeholder Engagement:

3.1 Support with engaging stakeholders and partners including engaging with partners to share insights, promote U-Report and build a community around the platform;

3.2 Support to develop presentations and Factsheets and other communications materials to present U-Report to potential partners as well as external and internal stakeholders;

3.3 Refine and contextualize messages for U-Report including Polls, quizzes, chatbots and social media content

PAYMENT SCHEDULE. Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

SUPERVISION. The consultant will report directly to UNICEF Tanzania Knowledge Management & Innovation Specialist. And the second supervisor is Innovation Officer.

DURATION OF THE CONSULTANCY This consultancy covers a period of 11.5months

EVALUATION PROCESS AND METHODOLOGY.

Candidates will be assessed on a 75% technical and 25% financial proposal.

MEDICAL EVACUATION COVERAGE****. The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.

To qualify as an advocate for every child you need to have the following

  • At least 2 years of experience in youth outreach and digital-led youth engagement experience;
  • Knowledge and understanding of U-Report platform, RapidPro, CasePro and the Internet of Good Things (IoGT);
  • Understanding of principles of youth participation and human-centered design;
  • Awareness of trends in youth digital participation and social media communication;
  • Fluency in written and spoken English and Swahili;
  • At least 2 years of working or volunteer experience in a development organization;
