Organizational Setting

FAO Kyrgyzstan is developing a project “Implementation of the National Biosafety Mechanism in the Kyrgyz Republic in accordance with the Cartagena Protocol on Biosafety”. The project will support the establishment at the national level of a comprehensive legal framework on biosafety in accordance with the Cartagena Protocol on Biosafety and create technical capacity for the implementation and enforcement of the Protocol at the national level.

Reporting Lines

Under the overall supervision of the FAO Representative and Assistant FAO Representative in the Country Office, and under the technical supervision of the Agricultural officer and NPC and policy expert, National biosafety expert will undertake the following tasks:

Technical Focus

Biodiversity, institutional and policy analysis.

Tasks and responsibilities

  • Provide detailed baseline analysis on the status of biosafety in the country including national capacity for LMO risk assessment, risk management and monitoring
  • Provide detailed baseline current national capacity for LMO identification, detection and enforcement
  • Desktop review of the baseline data to identify all the laboratory capacity , the gaps on biosafety and human resources improvement needs
  • Desktop review on the potential impacts of the lack of biosafety measures at national level and to the biodiversity
  • Support the preparation of a plan for the engagement with the private sector for the project implementation
  • considerations in decision-making

Expected Outputs:

  • Report of the current national capacity for LMO risk assessment, risk management and monitoring
  • Report of the current national capacity for LMO identification, detection and enforcement
  • Report on the national capacity to address socio-economic considerations regarding biosafety

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  1. Advanced university degree in in public administration, economics, agriculture, natural resources, sustainable development, climate policy or related fields.
  2. Research, data analysis, analytical and reporting skills
  3. A minimum of 10-year work experience in climate change, environment, biosafety and Cartagena protocol
  4. Excellent knowledge of English and Russian
  5. National of the Kyrgyz Republic or resident with a regular work permit.

Technical/Functional Skills

  • Demonstrated capacity to communicate and write technical contributions in English and Russian. Working level of Kyrgyz.
