**OVERVIEW** ------------ Parent Sector : Communication and Information Sector (CI) Duty Station: Bishkek Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement : \[\[filter13\]\] Job Family: Communication and Information Type of contract : Non Staff Level : Level 4 Duration of contract : 1 year with the 3 months' probation period and the possibility of extension Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 30-AUG-2023 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism ***(Only candidates who are entitled to work in Kyrgyzstan may apply for this position)*** **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall supervision and functional authority of the Director of UNESCO Almaty Office and the direct supervision of the National Professional Officer for Communication and Information, the incumbent shall act as a National Associate Project Officer, with specific focus on the implementation of UNESCO peace-building project on “Strengthening national capacities for conflict prevention and peacebuilding”. 1. Contribute to the coordination of project activities by: ----------------------------------------------------------- - Closely coordinate with UNDP project team in all activities of UNESCO Annual Work Plan. - Identifying opportunities and challenges and helping to strengthen UNESCO's position in the area of Media and Information Literacy (MIL) and Education. - Supporting the achievement of quality program outputs in line with UNESCO Communication and Information Expected Results, administrative rules, and the project results matrix. - Contributing to drafting a detailed work plan and ensuring regular monitoring of its implementation. - Daily liaising with national partners and other stakeholders. - Assisting in identifying project implementation partners and service providers. - Drafting terms of reference for local contracts, ensuring compliance with UNESCO rules of procurement. - Following up on the implementation of contracts, assessing the quality of services provided, undertaking corrective actions when necessary, and requesting disbursement of funds. 2. Represent UNESCO in Kyrgyzstan in various fora: -------------------------------------------------- - Participate in several United Nations Country Team (UNCT) groups, United Nations Development Assistance Framework (UNDSCF), and joint UN programming planning and implementation, as well as collaborate with development partners and stakeholders to identify and/or concretize joint programming opportunities. - Oversee implementation, identify constraints, and propose measures to improve the operations and delivery of project outputs in Kyrgyzstan. 3\. Contribute to ensuring the administration, monitoring, and evaluation of project implementation by: - Participating in daily monitoring and regular evaluation of the project activities, reporting on the progress achieved, and updating the project log frame as requested. - Supporting the development of an aggregate strategic analysis on project performance based on partner commitments and progress in the implementation of activities and outputs. - Organizing and contributing to regular meetings of project partners, preparing minutes of meetings and action plans with clear responsibilities and timeframes. - Supporting the conduct of periodic project reviews, recording the results of the review meetings in minutes, reports, and formulation of action plans. - Drafting reports on project activities for UNESCO and the donor as required. - Assisting in preparing all administrative and financial information pertaining to the project. - Preparing a variety of administrative documentation, initiating administrative procedures, and ensuring follow-up. - Reviewing requests for payments against contractual obligations and providing information on payment status and remaining obligations to the supervisor. - Assisting in fostering exchanges of information and lessons learned, identifying new strategies, and actions to improve service delivery and achieve project objectives. 4. Support in representation and coordination with partners by: --------------------------------------------------------------- - Contributing to ensuring project alignment with the country's sectoral priorities. - Assisting in identifying relevant institutions and ensuring their engagement in the project's activities. - Maintaining regular relations with national counterparts and key stakeholders, such as Ministries, regional and local authorities, etc. 5. Contribute to ensuring Knowledge Management and Public Information by: ------------------------------------------------------------------------- - Raising awareness about the Media and Information Literacy program among stakeholders and the public. - Drafting the project visibility plan and ensuring its implementation. - Preparing technical briefs/status updates on the project for wider dissemination on UNESCO and partner websites. - Assisting in organizing project-related events (seminars, trainings, and workshops) and liaising with local and international partners and media, as needed. - Drafting necessary press releases and outreach materials, ensuring that major events receive adequate press coverage. - Providing inputs for publications, presentations, briefings, speeches, and missions, including outreach materials, as needed. - Providing web content on major project achievements and milestones in project implementation for UNESCO's public information services. - Undertaking other tasks that may be assigned by the supervisor for successful project implementation. The contract holder undertakes to carry out the tasks with care, diligence, and due attention to detail. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Building partnerships (M) Strategic thinking (M) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***EDUCATION*** - Advanced university degree (equivalent to Master's) in the field of mass communication, media studies, journalism, or in studies with specialization in information and communication technology and knowledge society issues, or other related fields. ***WORK EXPERIENCE*** - Up to 2 years of relevant professional work experience in the field of Communication and Information programs, project management, and/or public policies at the national level. ***SKILLS/COMPETENCIES*** - Professional competence and mastery in the field of communications or political sciences. - Ability to handle administrative procedures in large organizations, preferably UN/UNESCO, and interpret rules to manage priorities in order to meet tight deadlines. - Proven excellent oral, written, analytical, and communication skills. - Ability to multi-task, prioritize, and adjust work schedules to deliver timely results, including the ability to work under stress. - Ability to work in a multicultural environment with discretion and capacity to deal efficiently and tactfully with people of different cultural and social backgrounds. - Good organizational, coordination, and filing skills. - Proficient computer and IT skills, including excellent skills in MS Office. ***LANGUAGES*** - Excellent knowledge of English and Russian (oral and written). **DESIRABLE QUALIFICATIONS** ---------------------------- ***WORK EXPERIENCE*** - Experience in working with government partners, high-level development partners, and international/national non-governmental organizations and experts. - Working experience with communication-related national and international projects is an asset. - Experience in the UN system or an international organization. - Experience in community media. ***LANGUAGES*** - Knowledge of Kyrgyz. **BENEFITS AND ENTITLEMENTS** ----------------------------- - Salary: base monthly gross USD 2,001.84 (monthly rates in reference to the local UN FTA salary scales of the locally recruited staff, corresponding to 66% of the gross base salary; subject to change in case of changes in local UN salary scale). - Medical and Pension Coverage. As additional payment, upon proof of enrolment in an appropriate pension and/or medical scheme, the following contributions will be added to the SC holder's remuneration: (a) up to 10% of the SC holder's remuneration to represent UNESCO's sole contribution for pension; and (b) up to 5% of the SC holder's remuneration to represent UNESCO's sole contribution to medical insurance. The SC holder must provide the proof of affiliation to local or private social security scheme if in receipt of an additional payment. - Income Tax. The remuneration paid to SC holders is not exempt from any income tax which may be levied by the tax authorities in the country where work is performed or any other tax authorities. UNESCO shall not reimburse any taxes, duties or other contributions for which the SC holder may be personally liable in respect of payments made under the terms of his/her contract. SC holders will be solely and personally responsible for complying with tax laws that are applicable to them, and for paying any taxes (in particular income tax), duties or other contributions for which they may be personally liable, under any tax laws applicable to them, in respect of any payments made to them under the terms of their SC contract. - UNESCO's salaries are paid in the currency established by the local UN System (currently in Kazakh Tenge at the applicable mid-month UNORE). - Annual leave is granted at the rate of 2,5 working days for each completed month of service.
