Overview

Support animal health programme implementation and capacity building in Yemen.

You have:

• Advanced degree in veterinary medicine
• A minimum of 5 years directly applicable experience in managing animal health programmes
• Working knowledge of English and Arabic
• Nationality of Yemen or resident of the country with a valid work permit

Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The incumbent reports to the Head, Livestock Sector and will work in close collaboration with project managers/CTAs, technical and operation teams in the country.

Technical Focus

Plan and support the implementation of animal diseases surveillance systems in Yemen, livestock Vaccination and treatment Campaign, Pre and Post vaccination Evaluation.

Tasks and responsibilities

Surveillance and vaccination campaign

• Assist the preparation and implementation of disease surveillance systems, vaccination campaign, the Pre and Post Vaccination Evaluation (PVE). • Assist in providing technical support to the GDAHVQ in laboratory analysis of the serum samples collected and report writing. • Follow up with the DGAHVQ and agriculture offices on the technical and financial report and prepare the payments for the LoAs.

Capacity building to DGAHVQ

• Assist in the preparation and facilitation of a 5-days training course on animal disease diagnostics, lab quality assurance and surveillance system for 10 lab technicians from the Central Veterinary Laboratory (CVL) (one in CVL-Sana'a and one in CVL- Aden) • Assist in the preparation and facilitation of a 4-days training course on transboundary animal diseases (TADs) Surveillance, Control and Outbreak investigation for 30 surveillance officers from the center and governorates (one in Sana'a and one in Aden) • Assist in supporting planning and implementation of capacity building of the veterinary extension staff at GDAHVQ on TADs surveillance.

Animal Health Strategy

• Support the planning, coordination and organization of meetings with GDAHVQ, stakeholders from the private sector, representatives of Veterinary Statutory Body (VSB), laboratories, veterinary education establishments, etc. • Assist in collecting and reviewing the available data related to the concept of One Health and AMR in the northern governorates.

• Ability to plan, organize, implement, and report on project interventions. • Excellent communication skills in English, both orally and in writing, and ability to draft technical reports in English. • Work experience in more than one location or area of work. • Extent and relevance of experience in projects implementation • Extent and relevance of experience working with government, NGOs and/or UN agencies. • Excellent technical skills in planning, implementing, and reporting on animal health interventions. • Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, organizing, setting priorities and efficient use of time. • Computer literacy in MS office, familiarity with agricultural commodity exchange online system and animal identification and traceability systems. • In-depth knowledge of programme and project implementation is considered a strong asset. • Extent and relevant experience in implementation of projects and planning and monitoring, and reporting. • Relevant work experience in emergency context.
