Organizational Setting

The first Myanmar Agricultural Census after the independence of the country was launched in 1952 based on the World Census of Agriculture 1950’s guidelines. However, due to the country’s national instability and the security situation, the census was not conducted in the whole country. Although international standard prescribes that the Agricultural Census should be carried out every 10 years, Myanmar was not able to implement such plans for decades after the completion of the 1952 Agricultural Census. Finally, the Union of Myanmar Cabinet authorized in 1988 (meeting No.4/99) the conduction of a new census which was launched with the financial assistance of UNDP and FAO in 1993. The third Myanmar Agricultural Census was conducted in 2003 according to the guidelines of the FAO’s World Census of Agriculture 2000. The Settlement and Land Records Department (SLRD) in the Ministry of Agriculture and Irrigation took responsibility for conducting Myanmar Agricultural Census 2003 with the technical support of FAO. Since the WCA 2000 recommended to include aquaculture households data in the Agricultural census, information concerning livestock, fisheries and aquaculture were also collected. The Department of Agricultural Land Management and Statistics (DALMS) of the Ministry of Agriculture Livestock and Irrigation (MOALI) is currently planning to conduct the next Myanmar Census of Agriculture in 2020, following the FAO’s guideline World Census of Agriculture (WCA) 2020 recommendations.

Reporting Lines

Under the overall guidance and supervision of FAO Representative in Myanmar, the direct supervision of the Assistant FAOR (Programme) and technical supervision of the Regional Statistician/Lead Technical Officer in FAO Regional Office for Asia-Pacific (RAP), and in close collaboration and coordination with relevant staff of the Central Statistical Organization (CSO) and the Ministry of Agriculture Livestock and Irrigation (MOALI), the national consultant will have the following responsibilities and functions:

Tasks and responsibilities:

  • Assist the MOALI and CSO to identify core agriculture census data to be collected during the census which are aimed to support national policy, SDG monitoring, and the usage of the data by other ministries, through support/organization of stakeholder meetings; and technical trainings
  • Provide assistance in formation of governance structure of the Myanmar 2020 Agriculture Census by ensuring ToRs are drafted for the Steering Committee (consisting of high level officials from key departments) and the Working Group, and lead officers are assigned from the (DALMS-MOALI, DOP-MOALI, LBVD-MOALI, DOF-MOALI, Forestry-MoNREC, CSO-MoPF) to ensure coordination of efforts and expertise.
  • Provide liaison and coordination that supports reaching of agreement on sampling master frame, selection of CAPI software and national experts, and the role of various departments/stakeholders in sharing of resources, particularly, tablets and potential enumerators.
  • Assist correspondence to support the Agriculture Census 2020 e.g. letters to national partners, host government agreements, invitations for participation in meetings and responses to inquiries, ensuring correctness in technical terms, format, grammar and spelling;
  • Maintain a central repository of documentation for the MAC2020;
  • Prepare a draft budget (estimated in collaboration with the government) and a joint donor presentation.
  • Assist in drafting full-fledge and presentations for a GCP to support technical assistance and development partner contributions, including activity schedules, steering and working group meeting presentations, budget estimates, and key technical assistance requirements; and
  • Perform other duties as required in order to achieve the above activities 1 to 6.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Relevant advanced degree in Agriculture, Statistics, Economics, Agricultural Economics or a related field
  • At least five years’ experience in the project formulation and coordination
  • Good technical knowledge in the operation of statistical activities and understanding of agricultural practices
  • Strong communication and reporting skills;
  • Good working level in English.
