Organizational Setting

The Emergency Centre for Transboundary Animal Diseases (ECTAD) of the Food and Agriculture Organization of the United Nations (FAO) is implementing the project “Immediate technical assistance for animal health systems to address emerging and priority zoonotic diseases and health threats in Myanmar” with funding from the United States Government USAID. ECTAD in Myanmar also implements components of regional projects that are led by the ECTAD Regional office in Bangkok (ECTAD RAP).

Reporting Lines

Under the overall supervision and guidance of FAO Representative in Myanmar, direct supervision of the ECTAD in Myanmar Country Team Leader (CTL), in close collaboration with the ECTAD Regional Animal Health Economics and Policy Coordinator in the FAO Regional Office in Bangkok (ECTAD RAP), other international and national consultants, governmental counterparts, implementation partners and the project’s other technical specialists, the incumbent will perform the tasks listed below.

Technical Focus

The USAID-funded project aims to strengthen animal health systems to reduce the risks and impacts of emerging infectious diseases, antimicrobial resistance (AMR), and bio-threats through an inclusive One Health approach. For this project, and for ECTAD’s wider work in its full programme, value chain analysis and policy/procedure to reduce disease risks is a key component that contributes to mitigating One Health problems including threats from new and emerging diseases and AMR.

Tasks and responsibilities

• Assess Emergency Centre for Transboundary Animal Diseases (ECTAD) Myanmar’s needs for value chain and economic analyses for animal disease risk management, and develop and implement a plan to address the needs;
• In collaboration and coordination with other international and national consultants,
  • Review relevant secondary data from past value chain (VC) studies, identify risk points. Report on the review with and contributions to the design of interventions along the livestock value chain to reduce the risk of emerging pandemic threats (EPT).
  • Where feasible, plan and conduct field missions to collect primary data related to livestock and livestock products value chain and economic analyses;
  • Support organizing training events on topics such as value chain analysis, biosecurity, risk management, and analysis of policy/lower-level procedures;
  • Coordinate the design and implementation of impact assessment studies, including those required to evaluate risk-mitigation livestock interventions implemented by ECTAD;
  • Lead ECTAD’s work on veterinary public health policy/lower-level procedure development and implementation conducted in Myanmar;
• Assist the Country Team Leader/National Technical Adviser in:
  • identifying experts and organizations that can be instrumental for ECTAD’s project delivery; and
  • mapping, implementing and monitoring partnerships for private sector engagement that contribute to ECTAD’s scope of work;
• Make recommendations for the prevention and control strategies for EPT in Myanmar and in compliance with FAO/OIE recommendations and LBVD policy/lower-level procedures;
• Carry out related duties as required.

Minimum Requirements

• Myanmar national
• He/she will be an economist or veterinarian with at least three years of relevant field experience.
• Graduate of an accredited university or similar institution of higher education in Agricultural Economics or Veterinary Sciences or related field.
• Fluency in spoken and written Myanmar/Burmese and
• Working knowledge of English.
• Willingness and ability to travel to remote, rural locations.

Selection Criteria

• Familiarity and proficiency in applying Agricultural Economics to policy (in a broad sense that includes lower-level procedures).
• Experience engaging with diverse stakeholders, from livestock owners to government.
• Extent of relevant experience with internationally funded projects.
• Familiarity and experience with One Health concept.
• Knowledge and experience in policy analysis would be an asset.
• Relevant advanced degree.
• Relevant experience with UN agencies, especially FAO
• Team player.
