Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) is implementing the Country Programming Framework (CPF) for Namibia which sets out four government priority areas to guide FAO partnership with, and support to the Government of the Republic of Namibia. The Government of Namibia have recently taken significant actions to strengthen its national statistical systems. The Namibia Statistics Agency (NSA) is in the final stages of developing its National Strategy for the Development of Statistics (NSDS) covering the period 2022/23-2026/27 and an Agriculture Sector Statistics Plan (SSP). Provision of reliable and timely data for informing national policies in the agricultural and rural sector is however prompting the need to have a strategic plan for agricultural and rural statistics (SPARS) in place that fully integrates but goes beyond the SSP. To this end, FAO is collaborating with the NSA on the implementation of the Technical Cooperation Project: Development of Strategic Plan for Agricultural and Rural Statistics (SPARS) in Namibia and the Development of the Namibia Census of Agriculture Project Document. Given the above, FAO requires the service of a National Specialist in Agricultural Statistics (Statistician) who will be responsible for supporting the Namibia National Statistics Agency (NSA) in assessing the situation in situ, meet stakeholders and prepare a census project document.

Reporting Lines

The work will be under the overall supervision of the FAO Representative in Namibia and under direct supervision of the Assistant FAO Representative (Programme), as well as the Senior Statistician (Leader, Agricultural Censuses Team), Statistics Division (ESS) and Economic & Social Development Department (ES) FAO, Rome and in close collaboration with the International Census Consultant (ICC).

Technical Focus

The Specialist will support the development of the Namibia Census of Agriculture Project Document, which will be one of the guiding documents of the National Agriculture Census. Specifically the Specialist will be responsible for supporting the Namibia National Statistics Agency (NSA) in assessing the situation in situ, engage stakeholders and contributing to the preparation of a census project document.

Tasks and responsibilities

The Specialist will perform the following tasks:

  • Assist the ICC in review of existing documentation and compilation of relevant documents, including institutional arrangements, legislation, resource requirements, work plan, availability of national budget and possible funding sources;
  • Assist in assessing the technical capacity in place and technical assistance needs for census preparation and implementation, including training and other capacity building activities;
  • Contribute and assist the ICC in the preparation of the census concept note and drafts of project document;
  • Assist the ICC in the ongoing consultation with stakeholders;
  • Assist in the preparation and facilitation national workshop to present and validate the draft census project document;
  • Assist in the finalization of the census project document;
  • Undertake any other related activity;
  • Prepare an end of mission report.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

M****inimum Requirements

  • A degree in statistics or economics
  • A minimum five years’ experience some of which in the agricultural sector.
  • Working knowledge of English.
  • National or Resident of Namibia.

Technical/Functional Skills

  • Extent and relevance of experience of natural sciences, statistics and economics.
  • Familiarity with National policy landscape in Fisheries, Statistics and Agriculture.
  • Proven experience in planning, conducting agricultural surveys and/or censuses.
  • Familiarity with the agricultural statistics system in Namibia.
