We are looking for a dynamic person who have experience working in private sector initiatives, public-private-youth partnership platform creation, worked with youth in learning and skills development.

Tajikistan is a low-middle income country with 70% of population under the age of 30. Facing significant challenges in provision of tailored services to adolescent girls and boys, especially most marginalized, in all areas, the country is located at the early stage of its demographic dividend that, if empowerment, can contribute to the development of the country. Young people’s skills development for creating pathways for employability is a major component of the UNICEF Country Programme in Tajikistan. The Adolescent Development Officer reports to the Chief of Section.

How can you make a difference?

The Adolescent Development Officer (ADAP) reports to Chief, ADAP for supervision. The ADAP Officer provides professional technical, operational and works closely with the team to promote youth employability program within the UNICEF Country Programme. The Officer is responsible for preparing, executing, managing, and implementing a variety of technical and administrative programme tasks to support the development and formulation of the adolescent and youth development in the area of developing path to employability programmes/projects within the Country Programme.

KEY ACCOUNTABILITIES and DUTIES & TASKS

1. Support to programme development and planning

  • Summarize situation analysis and context for the Youth Employment programming, including the current and expected future problems of youth employment and the key actors involved in addressing it. This should also include the views of youths on current barriers to employment, effective approaches to tackling barriers and key success factors that enable them to gain employment. Contribute to the development/establishment of adolescent development and participation programme goals, objectives, strategies and results-based planning through research, collection, analysis and reporting of related information/data for development planning and priority and goal setting.
  • Provide technical and operational support throughout all stages of programming processes by executing/administering a variety of technical, programme, operational and administrative transactions, preparing related materials/documentations and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluating results. Prepare required programme documentations/materials/data to facilitate the programme review and approval process

2.Programme management, monitoring and delivery of results

  • Work closely and collaboratively with colleagues and partners to discuss adolescent development and participation operational and implementation issues; provide solutions, recommendations and/or alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference to capture and institutionalize lessons learned.
  • Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess programmes/projects on adolescent development and participation and report on required action/interventions at the higher level of programme management.
  • Monitor and report on the use of adolescent development and participation programme resources (financial, administrative and other assets), verify compliance with approved allocation/goals, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on critical issues/findings to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare regular/mandated relevant programme/project reports for management, donors and partners to keep them informed of programme progress.

3. Technical and operational support to programme implementation

  • Conduct regular programme field visits and surveys and exchange information with partners/stakeholders to assess progress and provide technical support, take appropriate action to resolve issues and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on adolescent development and participation related issues with focus on economic empowerment of youth to support programme implementation, operations and delivery of results.
  • Support programme development to increase demand for youth employability, leverage partnerships with the private sector, with young people themselves and the development of business-driven distributed work platforms to create new employment and entrepreneurship opportunities for young people in the country
  • 4. Networking and partnership building

  • Build and sustain effective close working partnerships with government counterparts, national stakeholders and private sector through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on adolescent development and participation programmes with particular focus on youth employment

  • Draft communication and information materials for CO programme advocacy to promote policies and environment; , establish partnership/alliances and support resource mobilization to ensure the youth employment pillar of adolescent development and participation programme is adequately resourced and supported.
  • Participate in appropriate inter-agency (UNCT) meetings/events on programming to collaborate with inter-agency partners/colleagues on UNDAF operational planning and preparation of adolescent development and participation programmes/projects and to integrate and harmonize UNICEF position and strategies with the UNDAF development and planning process.
  • Support sustainable networks and global and national partnership to accelerate pathways for employability.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

5. Innovation, knowledge management and capacity building

  • Apply innovative approaches and promote good practice to support social innovation incubation & acceleration for digital entrepreneurship to support the delivery of programme results.
  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders. Research and report on best and cutting edge practices for development planning of knowledge products and systems.
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

To qualify as an advocate for every child you will have…

Education:

A university degree in one of the following fields is required: economics, anthropology, psychology, sociology, education or another relevant technical field.

Experience:

A minimum of two years of professional experience in workforce development, jobs creation and/or placement, in a context of innovative, entrepreneurial youth enterprises. Background in adolescent development related areas is desirable.

Experience working in private sector is considered as an asset.

Language Requirements:

Fluency in English, Tajik/or Russian are required. Knowledge of another official UN language is considered as an asset.
