- Experience in Papua New Guinea and the Highlands is required.
- Minimum of 7 years of work experience in the areas of programme management, small arms control, peacebuilding, conflict resolution and transformation, post-conflict recovery, reconciliation, human rights, gender, youth and institutional strengthening in fragile contexts is required.
- Fluency in spoken and written English is required for this consultancy.
- Knowledge of an additional official UN language is desirable.

Result of Service
This consultancy is part of a multi-year project that supports the full and effective implementation of the United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons (SALW) in All Its Aspects (UN PoA) and the International Tracing Instrument (ITI) , managed by the UN Office for Disarmament Affairs and implemented regionally by the United Nations Regional Centre for Peace and Disarmament in Asia-Pacific (UNRCPD). UNRCPD is collaborating with the Department of Prime Minister and National Executive Council (DPMNEC) of Papua New Guinea (PNG) to draft and validate a comprehensive National Action Plan (NAP) on SALW control. The development of a National Action Plan (NAP) on Small Arms and Light Weapons (SALW) Control is crucial for addressing the root causes and multifaceted impacts of illicit SALW proliferation in Papua New Guinea (PNG). The NAP is envisioned as a comprehensive framework that outlines the roles and responsibilities of various actors in combatting SALW proliferation, while also addressing the socio-economic, cultural, and gender-related dimensions of armed violence.

Duties and Responsibilities
The United Nations Regional Centre for Peace and Disarmament in Asia and the Pacific (UNRCPD) is a regional arm of the United Nations Office for Disarmament Affairs (UNODA) and assists countries in the Asia-Pacific region to achieve their peace, security, and disarmament goals, through provision of substantive support; coordination of activities at the sub-regional, regional and international levels; and information sharing on global and regional activities. UNRCPD is mandated to provide, on request, substantive support for initiatives and other activities, mutually agreed upon by the Member States of the Asia-Pacific region, for the implementation of measures for peace and disarmament, and to coordinate the implementation of regional activities in Asia and the Pacific. (UN General Assembly resolution A/42/39D of November 30 1987). UNRCPD works in close partnership with regional and sub-regional organizations, as well as with other United Nations entities and civil society organizations. The Centre focuses its activities in three main areas: providing capacity building and technical assistance, creating and participating in dialogue fora, and engaging in outreach and advocacy on disarmament issues. The consultant will perform the following tasks: 1. Stakeholder Consultations: The consultant will engage with a broad spectrum of actors, including government ministries, provincial authorities, civil society organizations, religious leaders, the diplomatic community, and international organizations. Consultation methodologies should ensure inclusive participation, particularly from marginalized groups, and reflect the realities of regions most affected by armed violence. 2. Fieldwork and Local Engagement: The consultant will conduct field visits to provinces significantly impacted by SALW-related violence (e.g., Enga, Hela, Southern Highlands). These visits will gather local insights and ensure that the NAP is responsive to the needs and conditions of both rural and urban areas. 3. Development of the NAP: Building on the April 2024 workshop outcomes and a Small Arms Survey conducted under the SALIENT programme, the consultant will draft a comprehensive NAP. The NAP should cover a range of strategic areas, including legislative reforms, marking and record-keeping of arms, stockpile management, tracing illicit SALW, public awareness campaigns, and addressing the socio-economic drivers of SALW demand. Special attention should be paid to gender-sensitive approaches, engaging women in decision-making roles, and addressing cultural perceptions around gun ownership. The NAP will include a robust M&E framework, with clear indicators and targets, to track the progress of the NAP implementation, as well as a realistic financial plan. 4. Endorsement Workshop: The consultant will assist the DPMNEC in organizing an endorsement workshop to officially launch the NAP. The consultant will present the final NAP to stakeholders during this workshop. 5. Contribution to PNG’s 50th Independence Anniversary Report: The consultant will liaise with the SALW Survey Expert to consolidate the available data on SALW and armed violence in Papua New Guinea and contribute to PNG’s 50th Independence Anniversary Report under the guidance of DPMNEC.
