You have:
- Advanced university degree/Master's degree or equivalent in Economics, Environmental Sciences, Engineering, Agronomy or related fields.
- A minimum of 5 years of relevant experience preferably in international organization.
- Working knowledge of English.
- Limited knowledge of another FAO official language (Russian).
- National or resident of the Republic of Tajikistan.
Organizational Setting
Reducing rural poverty through smallholder support in the agricultural sector offers a critical development pathway for FAO to achieve its three global goals on reducing hunger and malnutrition, economic development (which includes the elimination of poverty) and the sustainable management of natural resources.
The Government of Tajikistan has requested FAO to serve as Delivery Partner of the second Readiness proposal and to complement the work initiated under the first Readiness grant (implemented by the NDA), widening the scope of work and going one step further to achieve concrete products. Particularly, this proposal will complement the work of the first readiness by finalizing the concrete monitoring tool for GCF projects in Tajikistan and including this as a web-based tool in the NDA’s website, along with a database of all climate change related projects implemented in the country as an important instrument for transparency, monitoring and reporting of projects impacts and climate action in Tajikistan to comply with the commitments under the United Nations Convention on Climate Change (UNFCCC).
Reporting Lines
The National Accreditation Specialist will work under the overall supervision of the FAO Representative (FAOR), the technical supervision of the Lead Technical Officer (LTO) of the project, the National Project Coordinator and operational supervision of the Budget Holder, as well as in close consultation with the National Designated Authority (NDA) – Committee on Environmental Protection under the Government of Tajikistan and in close liaison with FAO Tajikistan personnel.
Technical Focus
The National Accreditation Specialist will be responsible for leading the implementation of component 3 of the readiness project targeting to identify one potential Direct Access Entity in the country under the project GCP/TAJ/015/GCR “Support the Republic of Tajikistan to strengthen its capacities for monitoring and evaluation of climate finance, identifying potential Direct Access Entities and engaging the private sector on climate change related investments with the Green Climate Fund”.
Tasks and responsibilities
Particularly, the consultant will contribute to the assessment of potential Direct Access Entities (DAE) in the Republic of Tajikistan, including the following concrete tasks:
In coordination with the International Accreditation Specialist conduct awareness-raising campaign on the GCF accreditation process, including discussions on existing information products developed by FAO Regional Office for Europe and Central Asia (REU) regarding accreditation to the GCF;
With the methodological guidance of the International Accreditation Specialist conduct a rapid assessment for understanding the roles of existing institutions and identifying and initial list of potential DAEs in Republic of Tajikistan;
- Based on the results of the rapid assessment and prioritization of 1 entity by the NDA, coordinate the issuance of a nomination letter for selected potential direct access entity with the NDA, including following the existing procedures, as defined by the NDA;
- In collaboration with the International Accreditation Specialist conduct a gap analysis of the institution nominated and provide inputs for the development of a roadmap for accreditation of the potential entity in Republic of Tajikistan;
- Provide inputs for the review of Tajikistan´s Country Work Programme Document incorporating a DAE Strategy;
- Organize workshops and bilateral meetings (as needed) to discuss the concrete steps and examples of required documentation for the accreditation process;
- Give input in preparation of GCF accreditation documents and material if needed;
- Participate at the related project workshops;
- Perform any other related duties and activities as required by the direct supervisor, LTO and/or FAOR.

Minimum Requirements
- Advanced university degree/ Master’s degree or equivalent in Economics, Environmental Sciences, Engineering, Agronomy or related fields;
- A minimum of 5 years of relevant experience preferably in international organization;
- Working knowledge of English and limited knowledge of another FAO official language (Russian);
- National or resident of the Republic of Tajikistan
