You have:

  • Post graduate degree in Statistics, economics, or other relevant field of study.
  • At least ten years of experience in research, teaching or practical experience in compiling national accounts statistics.
  • Has knowledge and usage of statistics application software.
  • Demonstrates significant experience in preparation of National Accounts, capacity building, training, strategy development, applying technical solutions to address programmatic issues and implementation.
  • Fluency in English, both oral and written, is required. Local Arabic is an advantage.

Background

UNDP is planning to sign a Letter of Agreement with the National Bureau of Statistics for the collection, analysis and use of key socio-economic data. To implement better policies for sustainable development, to set priorities in national development strategies, and to make informed choices on policy options for improved livelihood and wellbeing, requires the production and use of relevant, timely and accurate data and statistics.

The National Bureau of Statistics is the principal o?cial statistical agency for South Sudan.

It was ?rst established in 1995 when it functioned as a Database and Monitoring Unit under the Sudan Relief and Rehabilitation Association (SRRA). Over time, the unit evolved and was renamed the New Sudan Centre for Statistics and Evaluation (NSCSE) in 2003 under the then SPLM/SPLA administration in the then SPLM controlled areas of Southern Sudan. The Centre was established with a mandate to develop the necessary capacity to become the professional source and e?ective provider of o?cial statistical information for the SPLM controlled areas. This was in response to the urgent need for basic statistical data in order to support decision making and enable programme and policy monitoring in the South. Today, the NBS is an independent Statistics Bureau of the Government of Republic of South Sudan (GRSS), established by article 193 (1) of the transitional constitution 2011 and SSCCSE Act 2011. It is responsible for collecting, coordinating, analyzing, and disseminating all o?cial statistical information on economic, social, demographic, environmental and general activities, and conditions of the people of South Sudan.

UNDP and National Bureau of Statistics (NBS) work together to strengthened national statistical and data availability for informed policy decisions. Previously NBS estimation of Gross Domestic Product (GDP) relies on expenditure approach to estimate South Sudan’s GDP. NBS has done some preliminary work in data collection to estimate GDP by production.

With support from UNDP, NBS would like to recruit a National Account Specialist who will be working closely with Chief, Economic Statistics Directorate, and other government agencies to compile, validate, process, and estimate GDP by production(activity) for period of forty- five working days.

Duties and Responsibilities

The National Accounts consultant in close collaboration with the Economic Directorate and relevant staff and specialists in NBS will conduct carry out the assignment under direct supervision of Chief of Economic Statistics.

The National Accounts consultant will regularly report to the Economic Directorate, and work closely with the National Accounts team and will be required to submit the following progress reports:

  • GDP by activity estimates for 2016- 2020 and
  • Reconcile GDP figures by Expenditure and Activity
  • Compilation guidebook produced in his or her country for the period of one week (seven day)
  • Training the key staff on job for the GDP by expenditures, Production, and Income approaches

Reporting.

All the reports shall be written such that they stand alone, without the reader needing to refer to other documents and shall include a dated cover letter with the distribution list, and shall note key issues of interest in the report for management’s attention. The report will be done monthly and a final report.

Facilities to be provide by the Client

The NBS shall

  • Issue all such instructions as may be necessary or appropriate for the prompt and effective implementation of the services.
  • Provide adequate office space, relevant documents necessary to enable the consultant to perform the services effectively and efficiently; and
  • Provide counterpart staff to work with the Consultant with a view to transfer knowledge to the concerned staff.

Competencies

  • Demonstrates strong communication skills and persuasiveness in presenting, negotiating, and resolving complex issues, both orally and in written in English.

Required Skills and Experience

Academic Qualifications:

  • Post graduate degree in Statistics, economics, or other relevant field of study.

Experience:

  • At least ten years of experience in research, teaching or practical experience in compiling national accounts statistics.
  • Has knowledge and usage of statistics application software.
  • Practical experiences in advising the creation and development of National Accounts.
  • Demonstrates significant experience in preparation of National Accounts, capacity building, training, strategy development, applying technical solutions to address programmatic issues and implementation.

Language:
