Result of Service 1. Provide support to planning and reporting on preparations of rollout workshops and country specific workshops in the region. 2. Report on support to and review of products, workshop design and execution for the Strategic Prioritization and Theory of Change Exercise as well as other workshops and trainings with government and other partners across the region. 3. Support preparation and weekly updating of monitoring map on the status of implementation of CCA/CF Roadmaps. 4. Provide support to initiate implementation of MSDCF. 5. Provide support in planning and preparation of UNCT joint work plans, as requested. 6. Support to the preparation of the PSG LAC Retreat in 2022. 7. Support consultations with PSG members in executing its tasks and contributions of inputs to the annual report of the Programme Support Group.

Duties and Responsibilities The consultancy is a home-based assignment with the Regional Desk of the United Nations Development Coordination Office for Latin America and the Caribbean (DCO/LAC) in Panama. In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DOCO) as a stand-alone coordination office within the United Nations Secretariat to a Development Coordination Office (DCO). The new DCO assumes managerial and oversight functions of the resident coordinator system under the collective ownership of the members of the United Nations Sustainable Development Group (UNSDG). The Caribbean Multi-Country Sustainable Development Framework is a complex process which will cover more than 20 countries and more than 25 UN agencies working across 6 UN Country Team. Additionally, the Regional Peer Support Group (PSG) provides regional quality assurance to the Common Country Analysis (CCA) and United Nations Sustainable Development Coordination Frameworks (CF) processes and various updates in support of 29 countries in 2021 with an extremely heavy workplan. In 2022, Bolivia, Brazil, Chile, Costa Rica, Dominican Republic, Ecuador, Haiti and Venezuela will develop new CFs.

The Home-Based consultant will support the finalization of the complex UN MSDF planning and implementation process with the six UNCTs in the Caribbean and the implementation of the Programme Support Group (PSG) for 2021/2022. The PSG, which is part of the Regional Collaborative Platform for Latin America and the Caribbean established in November 2020, provides Quality Support and Assurance (QSA) for the CCA and CF processes. The primary responsibility of the PSG, following the global Terms of Reference agreed up in May 2021, is to function as a strategic planning expert team that brings an integrated, system-wide rather than “agency-specific” support to the CCA/Cooperation Framework processes at the country level. It also flags needs and opportunities for additional technical and strategic support to the RCP.

The PSGs also: - Provide strategic planning support to CCA/Cooperation Framework cycle to increase likelihood of high-quality roadmap, CCA and cooperation frameworks - Review of drafts of UNCT Roadmap, CCA and Cooperation Framework products to provide advice for increasing their quality - Promote regional level experience exchange on good practice and examples in advancing the 2030 Agenda through the Cooperation Framework.

The consultant will be provided with the relevant documentation. The major activities expected to be undertaken by the consultant will include:

Responsibilities 1. Support the coordination and reporting process for the UN MSDCF in the Caribbean with 6 UNCTs and RCOs across the region including the MCO Offices particularly with joint work plans and UN Info. 2. Support review of products, workshop design and execution for the Strategic Prioritization and Theory of Change Exercise and other workshops and trainings with government and other partners across the region. 3. Support quality assurance reviews of the existing UNDAFs and consolidation and translation of feedback on CCAs and UN Cooperation Frameworks and other related review processes such as UNDAF evaluations and Terms of references for the following 2023 Implementation Countries in LAC: Bolivia, Brazil, Chile, Costa Rica, Dominican Republic, Ecuador, Haiti, and Venezuela. 4. Support the preparation of the planned PSG Retreat in 2022. 5. Support UNCTs in the region with quality assurance of implementation plans, including attention on RBM alignment and alignment to UNSDCF Theories of Change. 6. Provide support in planning and preparation of UNCT joint work plans, as requested.

Qualifications/special skills Academic Qualifications: Academic Background: Candidate must have a master’s degree in development, international relations, Strategic Planning, Governance, Political Science, or a related discipline. Experience: General Experience: Experience and skills: Candidate must have at least 7 years of experience working for or with international organizations. Knowledge of the UN Resident Coordinators System is highly desirable. Experience in Governance, Strategic Planning, Development Coordination. Work experience in Latin America or the Caribbean and understanding of the political context and governance challenges and other key issues confronting the Latin America and the Caribbean Region.

Specific Experience: Candidate must possess strong IT skills and proficiency in Microsoft suite. Graphic Design and PowerPoint or other Presentation skills. Training or certification in Results Based Management would be an asset. Language: Required Languages: Excellent proficiency in oral and written Spanish and English is required for this assignment.
