Org. Setting and Reporting This position is located in the Movement Control Section within the Logistics Division, Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at the United Nations (UN) Headquarters in New York.

The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices- away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Centre, Umoja Coordination Service, and the Enabling and Outreach Service.

The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

The Movement Control Officer reports to the Chief, Movement Control Section (MCS).

Responsibilities Within delegated authority, the Movement Control Officer will be responsible for the following duties:

Plan transportation for contingent deployment/rotation/repatriations and United Nations Owned equipment:

  • Analyze, develop, implement and manage the sea, air or surface transportation of military and police contingent personnel and equipment of countries contributing contingents and United Nations Owned equipment; including dangerous goods to and from the United Nations peacekeeping missions delegated.

  • Within operational parameters established by liaison and coordination with DOS and other involved participants, identify the most cost effective and operationally efficient plan for each transport requirement within geopolitical and operational risk management and mitigation parameters.

  • Finalize the plan by liaison, negotiation and coordination with the field missions, the relevant Permanent Mission and directly with the National Government, where necessary, prior to implementation; resolve any conflicts between these organizations. Analyze and confirm that rotation/deployment plans are in compliance with the Guidelines for Governments Contributing Troops to UN Missions (that is, within the broad parameters given) and with the field missions' operational needs.

  • Attend DOS troop contributor meetings on allocated missions and mission planning meetings with or on behalf of the Unit Chief and brief attendees on movement related matters including planning parameters and current situation.

Develop and implement movement plans:

  • Prepare cost estimates for mandate periods for budget purposes; analyze, research and provide technical advice.

  • Prepare requisitions or Letters of Assist for the required movement ensuring that requirements and specifications are accurate, complete and obtain funds availability certification.

  • Coordinate requisition process with Procurement Division (PD) to ensure bidding and approval processes meet required timetable.

  • Ensure bid document prepared by PD conforms with operational requirement and attend bid opening when necessary.

  • Review bid responses and conduct operational and technical evaluation; analyze bids (including any alternate options proposed by bidders) to ensure offers meet technical requirements and matches operational need. Ensure vendor documentation is correct. Prepare bid evaluation to be forwarded to PD.

  • Negotiate with Permanent Mission and/or National Government to resolve Letter Of Assist details within the required operational parameters. Establish financial limits as being the equivalent cost to the United Nations. Prepare Letter of Assist and Letter Of Assist submission for Committee on Contracts including justifications and recommendations.

  • Attend and advise Committee on Contracts on award with Unit Chief when required.

  • Keep DOS, Permanent Missions and peacekeeping missions informed of progress throughout the process.

Ability to prepare and negotiate transportation requirements with representatives of air, sea, and surface transportation contractors. Understand regulations and requirements designed to ensure the safety of personnel and goods transported by contracted carriers. Ability to perform research, evaluate and integrate information from a wide variety of sources, and assess impact on transport operations. Ability to use electronic spreadsheets (MS Excel) and Power point presentations; proficiency as an end user with databases (input of data and running of queries). Education Advanced university degree (Master's Degree or equivalent degree) in Supply Chain Management, business or public administration, transportation, management or other relevant area. A first level university in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification A valid Dangerous Goods Certificate in accordance with the rules and regulations of the International Air Transport Association (IATA), the International Civil Aviation Organization (ICAO) and/or International Maritime Organization (IMO) is required.

Certification in Supply Chain Operations Reference (SCOR-P) or equivalent is desirable.

Certification in Project/Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level) or equivalent is desirable.

Work Experience - A minimum of five (5) years of progressively responsible experience in administration and management of transportation is required.

  • Experience in at least (2) two modes of transport (air, sea, road, and rail) including planning, coordination of large-scale personnel, and cargo movement operations at the international level is required.

  • Experience in conducting Technical Field Assessments to evaluate condition of readiness of cargo, including dangerous goods document is required.

  • Experience in the assessment of commercial contract proposals for movements in two modes of transportation is required.

  • Experience working with Enterprise Resource Planning (ERP) systems in supply chain modules, such as Transportation Management (TM) module, is required.

  • Experience working in a United Nations common system field presence (inclusive of peacekeeping operations, special political missions, agencies funds and programmes), or other similar international organization is desirable.

  • Experience in military logistics operations in the field is desirable.

  • Experience in developing Standard Operating Procedures and guidelines in logistics and supply chain area is desirable.

  • Experience in sourcing, cleaning and preparing data, selection and developing visualization/metrics in transportation, procurement, and/or supply chain management is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
