Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako.

Responsibilities

Within delegated authority, the Movement Control Officer, P-3 will be responsible for the following duties: • Manages and supervises the activities of the Joint Movement Control Center (JMCC). Ensures the provision of reliable, cost-effective and efficient movement control services for transporting passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility. • Provides technical advice to the substantive and support elements of a field mission on all aspects of transportation activities. • Coordinates the provision of efficient movement control support for the integrated search and rescue operations for UN transport assets and other transport assets upon request. Supervises the preparation of operational plans, performance reports and responses to internal and external audit observations. • Develops and implements inputs for the standard operating procedures for the movement control-related plans processes. • Ensures that quality control procedures are implemented for all work processes. • Ensures the accuracy and validity of data recorded in the management information systems. Develops, in consultation with the Chief of Section, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms. Evaluates short-term aviation, sea, and surface transport contracts. • Liaises with UN agencies, government and non-government organizations, intergovernmental agencies, and vendors for the provision of transport support. • Develops inputs for budget proposals for the field mission's movement control operations. Coordinates the requisition process with purchasing authorities to ensure that bidding and approval activities meet the required timetable. • Determines technical specifications for movement control services and develops statements of work/requirements. • Provides responses to UNHQ during the vendor's evaluation to ensure that vendor's proposals meet technical requirements. • Ensures that UN financial regulations and rules are complied with in all activities of the subordinate elements. • Participates in various field mission administrative bodies such as the Local Committee on Contracts, the Tenders Committee, the Local Property Survey Board and Boards of Inquiry. Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for movement control services. • Acts as a Line Manager to Sub-Unit Managers. • Manages the allocation and rotation of appropriate work assignments. • Coordinates the individual annual Work Plans for Sub-Unit Managers and produces detailed performance assessments and evaluations for the subordinate staff as required. • Performs other related duties as required.

Education

• Advanced university degree (Master’s degree or equivalent) preferably in business administration, supply chain management, economics, logistics or transport management is required. • A first level university degree with a relevant combination of two (2) additional years of work experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

• A valid driver's license is required.

• Knowledge of Microsoft Office tools such as the Word, Excel and PowerPoint is required.

• A valid International Air Transport Association (IATA) or International Maritime Organization (IMO) dangerous goods certification is desirable.

Work Experience

• A minimum of five (5) years of progressively responsible experience in movement control, multi-modal transportation, shipping and customs clearance, logistics management or a related field is required.

• A minimum of one (1) year of experience in a supervisory position directly related to the coordination of complex multi-modal transport operations in the international environment is required.

• Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required.

• A minimum of two (2) years of experience in the United Nations system or a comparable international organization is desirable.

• Experience in international operations in a post conflict environment is desirable.

• Experience in commercial freight forwarding is desirable.

Languages

• English and French are the working languages of the UN secretariat. For the position advertised, fluency in English (both oral and written) are required. • A working knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available within the MINUSMA Liquidation Team until 31 December 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
