Org. Setting and Reporting This position is located in the United Nations Verification Mission in Colombia (UNVMC). The Movement Control Officer reports to the Chief Supply Chain and Service Delivery. The Movement Control Officer is responsible of the provision of movement control services pertinent to the mission in accordance with the functional responsibilities of passenger booking, cargo and Air Field/Air Terminal/Transport/ Riverine movement and control activities. Develop technical documents, overall policies, standard operating procedures, budgets proposals and guidelines taking into account quality management and risk management best practices. S/he establishes work requirements and priorities, based on the mission’s deployment status and mandate.

Responsibilities Movement Control duties: - Coordinates the activities of movement control office within the mission. - Establishes and monitors Units Key Performance Indicators (KPIs) and conducts regular performance assessment. - Participates in the coordination of the provision of reliable, cost-effective and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility. - Provides technical advice to the substantive and support elements of a field mission on all aspects of the transportation activities. - Prepares operational plans, performance reports and responses to internal and external audit observations. - Prepares and reviews standard operating procedures for the movement control related processes. - Monitors quality control procedures to ensure they are implemented for all work processes. - Monitors the accuracy and validity of data recorded in the management information systems. - Monitors the reference documents to ensure that they are current and readily available and accessible to all relevant personnel. - Develops, in consultation with the Chief Supply Chain and Service Delivery, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms. - Evaluates short-term aviation, sea and surface transport contracts. - Conducts inventories and physical annual checks of relevant facilities and equipment. - Prepares budget proposals for the field mission's movement control unit. - Participates in the coordination of the requisition process with purchasing authorities to ensure that bidding and approval activities meet required timetable. - Determines technical specifications for movement control services and develops statements of work/requirements. - Provides inputs to responses to UNHQ during the vendor's evaluation to ensure that vendor's proposals meet technical requirements. - Monitors that UN financial regulations and rules are complied with in all activities of the subordinate elements. - Participates in the missions conducted in the-filed by the administrative bodies such as the Local Committee on Contracts, the Tenders Committee, the Local Property Survey Board and Boards of Inquiry. - Liaises with insurance specialists to resolve problems related to insurance policies for movement control services. - Manages the allocation and rotation of appropriate work assignments. - Formulates the unit annual work plan and coordinates the individual annual work plans, evaluates the performance of employees and recommends/endorses the recommendation of contract extensions for the unit's staff. - Develops training courses, workshops and other related training activities. - Performs other related duties as required.

Joint Movement Control Centre duties/ Passenger Booking duties: - Monitors the receipt and registration of customer requests, through Movement of Personnel (MOP) and Cargo Movement Request (CMR) Forms, for transportation of passengers and cargo (including dangerous goods requiring special handling) within and/or outside the mission. - Determines the most efficient and cost-effective modes of transportation for passengers and cargo (including dangerous goods requiring special handling) within and/or outside the mission. - Coordinates required transportation activities with the Aviation, Transport and Riverine Units/Sections and/or commercial transportation service providers. - Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on immigration and customs matters. - Analyzes projected passenger and cargo flows in order to estimate required resources. - Monitors that statistical data in Power BI on the movement of passengers and cargo (including dangerous goods requiring special handling) within and/or outside a field mission is recorded in accordance with the established procedures and deadlines.

Cargo Warehouse duties: - Supervises the activities of the Cargo Warehouse. - Monitors the process of excess personal luggage and cargo receipt and registration (including dangerous goods requiring special handling). - Monitors the preparation of luggage and cargo for transportation and ensures that weighting, plastic wrapping and labelling are conducted in accordance with the established procedures. - Ensures that luggage and cargo are labelled iu accordance with required destinations. - Ensures the timely coordination of the transportation arrangements to the embarkation facility.

Air Field/Air Terminal/Transport/Riverine Movement Control Office duties: - Supervises a team of movement control assistants, passenger clerks and cargo handlers. - Supervises the provision of passenger and cargo handling services (including dangerous goods requiring special handling) in support of a field mission from the established movement control facility and monitors that all activities are carried out in accordance with the UN rules, regulations and applicable safety procedures. - Monitors the process of compilation of passenger and cargo manifests and ensures that manifests are communicated to the aircrew, surface transp01t and riverine personnel in accordance with the established procedures and deadlines. - Monitors that aircraft, vehicles and vessels are loaded in accordance with passenger and cargo manifests. - Monitors that passengers are briefed on schedules, routes, timing and safety requirements in accordance with passenger and cargo manifests. - Monitors check-in and check-out activities for outgoing and incoming passengers and cargo. - Participates in the integrated search and rescue and CasEvac operations upon request.

Inbound Delivery Coordination duties: - Coordinates the inbound activities for freight into the mission in accordance with mission supply chain plan with Vendor, Procurement, Centralised Warehouse and all other parties concerned. - Contacts vendor to confirm delivery status and to review shipment documents to secure that goods are delivered according to the agreed terms and conditions on the Purchase Order. - Collects, checks and updates information (e.g., ETA, quantities, etc.) and documents (e.g., BoL, customs clearance, etc.), provided by commodity and. freight forward vendors, in ERP system (Umoja) to facilitate downstream processes. - Tracks and traces all deliveries and updates the Inbound Delivery with necessary information and shipment documents to provide all stakeholders with a constant status overview of incoming shipments. - Searches for issues, which may delay and/or disturb the delivery of goods and seek for remedial solutions with all parties concerned (Procurement, Vendor, Centralised Warehouse. - Confirms delivery dates and quantities received and provides delive1y confirmation documents to support virtual and/or physical receipt in accordance to agreed incoterms. - Plans deliveries, raises shopping carts and drafts SOW for freight forwarding services, including technical evaluation of bids. - Liaises and coordinates customs, transport and MovCon activities, related to inbound - shipments with vendors, customs and all other relevant local and national authorities. - Ensures that daily activities are in compliance with the DPKO/DFS Environmental and Waste Management policies and in line with the DFS Environment Strategy objectives.

    Education High school diploma or equivalent is required.

    Job - Specific Qualification A valid driver's license is required.

    Knowledge of Microsoft softwares such as: Excel, PowerPoint, Word or similar programmes is required

    A valid IATA and/or IMO dangerous goods certificate is desirable.

    Certification in Supply Chain (SCOR-P, CSCP or equivalent) is desirable.

    Certification in Project Management (Prince 2 or similar) is desirable.

    Training in the planning, coordination and control of at least two (2) modes of transport is required.

    Work Experience A minimum of ten (10) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field is required. The minimum years of relevant experience are reduced to five (5) years for candidates who possess a first level university degree in supply chain, logistics or other related fields.

    At least three (3) years of supervisory experience on a position directly related to the coordination of complex transport operations in the international environment is required.

    Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required.

    Experience in quality management is desirable.

    Experience in establishing Scope of Work (SOW), technical evaluations for third party contacts and associated knowledge of Low Value Acquisition (LVA), Purchase Orders (PO) and invoicing procedures is desirable.

    Experience with Enterprise Resource Planning (ERP) systems is desirable.

    Experience in Performance Management, data management, performance reporting using business intelligence tools for data analysis and visualization is desirable.

    Working experience in a special political or peacekeeping mission, or any other related international organization, in a conflict/post-conflict context or complex setting is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English (both oral and written) is required; and working knowledge of Spanish is desirable.
