Org. Setting and Reporting The position is located in the United Nations for the Referendum in Western Sahara (MINURSO), Laayoune. The incumbent reports to the Movement Control Assistant in Laayoune.

Responsibilities Within delegated authority, the Movement Control Assistant will carry out the following duties:

Joint Movement Control Centre duties/Passenger handling duties: - Receives customer requests through Movement of Personnel (MOP) and cargo Movement Request (CMR) Forms for transportation of passengers and cargo (Including dangerous goods requiring special handling) within and or outside a field mission. - Assist in planning and scheduling the movement of passengers and cargo. - Assists in determining the most efficient and cost-effective modes of transport for passengers and cargo (Including dangerous goods requiring special handling) within and/or outside a field mission. - Coordinates required transportation activities with the Aviation, Transport, and Units/Sections and/or commercial transportation service providers. - Liaise with other UN units/sections and government organizations on immigration and customs matters. - Assist in analyzing projected cargo flows to estimate required resources. - Records statistical data on the movement of cargo (Including dangerous goods requiring special handling) within and/or outside a field mission.

Cargo Warehouse duties: - Receives excess personal luggage and cargo (including dangerous goods requiring special handling) from customers. - Prepares luggage and cargo for transportation (weighting, plastic wrapping, labeling, etc.) in accordance with required destinations. - Coordinates the transportation arrangements to the embarkation facility.

Airfield/Terminal/Transport Movement Control Office duties: - Supervises a team of cargo handlers. - Coordinates the provision of passenger and cargo handling services (including dangerous goods requiring special handling) in support of a field mission from the established movement control facility and monitors that all activities are carried out in accordance with the UN rules, regulations, and applicable safety procedures. - Complies with passenger and cargo manifests and communicates them to aircrew, surface transport, and riverine personnel. - Monitors that aircraft, vehicles are loaded in accordance with passenger and cargo manifest. - Brief passengers on schedules, routes, timing, and safety requirements. - Conduct check-in and check-out activities for outgoing and incoming passengers and cargo. - Participates in the integrated search and rescue operations for the UN assets and other assets upon request and coordinates the availability and operational readiness of the required personnel and equipment.

Administration and other duties: - Maintains the electronic databases in accordance with the established procedures. Collects an analyzes data to identify trends and patterns for presentation and reporting. - Monitors that appropriate reference documents are current, readily available, and accessible to all relevant personnel. - Participates in developing the standard operating procedures for the related movement control processes. - Participates in preparing operational plans and responses to internal and external audit observations. - Participates in developing technical specifications for goods and services and provides inputs to the responses to bids and evaluations to ensure that the vendor’s proposal meets technical requirements. - Conduct inventories and annual physical checks of relevant facilities and equipment - Perform other related duties as required.

Education High school diploma or equivalent is required. Valid national driving license is required. Computer literacy in word processing, spreadsheets and database.

Work Experience A minimum of three (3) years of progressively responsible experience in movement control related services or general experience in the field of transport, travel related or logistic fields or administration is required.

A minimum of five (03) years of progressive airline operations in Airports performing ground handling operations and Ramp Management in the proximity of aircraft is desirable.

Excellent knowledge in use of Microsoft Office (excel, Word and PowerPoint) is desirable.

Experience in using IATA and/or ADR rules and procedures for transporting dangerous goods is desirable.

Experience in data analytics and or related areas is desirable. Experience with UN/NGO or other International bodies is desirable.

Languages Fluency in French or English languages are required as the working languages of the United Nations Secretariat. Knowledge of the other is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
