United Nations Assistance Mission in Afghanistan (UNAMA) was established in March 2002, with the role to promote peace and stability in Afghanistan and to lead the international community in this effort and to support the government of Afghanistan. The UNV assignment context is lined with the mission logistic support under the Movement Control Section. The Volunteer will be assigned to the air Terminal Unit to control the mission passengers and cargo movements. S/he will also be dealing with the airport local authorities in terms of passenger and cargo screening and updating of the ramp driving passes for Movement Control vehicles/MHE (Movement Handling Equipment) operators.

Under the overall guidance and supervision of the air terminal unit, the UN Volunteer air terminal unit Assistant will perform the following duties:

• Manage scheduled and non-scheduled movement of personnel by air; prepare the passenger manifests according to priority; and ensure that all necessary passenger documentation has been received prior to final manifesting; deliver pre-flight safety briefing to passengers; board and disembark passengers onto/from flights. • File completed Movement of Personnel (e-MOP), Passenger and cargo manifests, and maintains a filing system in hard and soft copy formats. • Assist UN and Non-UN passengers arriving and departing Kabul on UN flights; Ensure ground handling services are provided to incoming UN flights. • Coordinate with the UNAMA Chief Medical Officer and Kabul Authorities on all MEDEVAC / CASEVAC issues, and arrange patient arrival and transfer both domestically and internationally; Prepare cargo manifest, Airway bills, prepare Dangerous Goods Declaration Forms and special permissions for special cargo movements, as well as all other documents for all cargo flights; Ensure dangerous goods are transported in accordance with the applicable IATA, UN and IMDG Dangerous Goods Regulations. Being in possession of DG Certification will be an advantage. • Monitor the loading and off-loading of cargo and passenger baggage on/from UN flights and ensure proper procedures are always followed. • Liaise with Airport and Government Authorities for the smooth transit of passengers and cargo while observing local laws and regulations; Maintain Cargo and personnel movement statistics and prepare reports as required; Facilitate movement of UN VIPs arriving at and departing from Kabul, and ensure all necessary assistance is provided; Advise substantive offices, travelers, and other relevant staff of arrival information, requesting arrangements to be made accordingly for traveler. • When working with national counterparts, set aside time for mentoring, coaching and capacity building.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute with articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Expected Results/Outputs: • A high level of customer satisfaction. • Effective coordination with the Air Passenger Cell (booking)/Air Cargo cells the payloads and timings of aircraft stopping all location as part of the flight plan. • Establishment of effective working mechanism, so that, with minimum human recourses, all daily operational tasks are covered. • Establishment of effective working relationships with other section, regions, and agencies/government. • Efficiency of using UN assets to provide the good service to our client / costumers. • Empowering national staff workers with more knowledge and trainings in line with daily performed duties. • The development of capacity through coaching, mentoring and formal on-the-job training, when working (including supervising) with national staff or (non-) governmental counterparts, including Implementing Partners (IPs).

• Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
