Org. Setting and Reporting

This position is located in the Movement Control Unit within the Supply Chain Management of the United Nations Verification Mission in Colombia (UNVMC). The Movement Control Assistant will be based in Bogota and will report to the Chief Movement Control Officer.

Responsibilities

Within delegated authority, the Movement Control Assistant will be responsible for the following duties: • Assist in developing passenger and cargo load plans. • Coordinate daily operations of administrative and loading staff to ensure that instructions, regulations, security and safety measures are enforced. • Ensure that dangerous goods are transported in accordance with applicable international Dangerous Goods Regulations. • Coordinate shipments including customs clearance, specifying carriers, routes of movement, transit times, and service levels. • Liaise with contacts in port authority and local authorities responsible for travel-related, immigration and customs issues. • Assist with the planning and execution of movements. • Liaise and coordinate with contingent personnel for movements. • Prepare Movement Orders and operational plans. • Collect movement information and define requirements. • Coordinate the daily flight schedule with Air Operations in order to meet passenger and cargo requirements. • Coordinate non-scheduled mission flights and VIP flights. • Review and distribute transportation manifests. • Prepare operational reports and related statistical data using Power Business intelligence (BI) for data analysis. • Maintain contact with other UN Agencies, NGOs, and Government Offices in regard to their travel requirements on Mission air assists. • Provide multi-modal movement control support to all clients and the regions. • Provide assistance to travel, procurement and logistics Units/Sections. • Ensure that all UNVMC policies are applied and followed thoroughly across all processes, including adherence to UNVMC code of conduct and ethics and integrates a gender-sensitive approach in all functions. • Perform other duties as required.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

A valid driver's license to operate light/medium vehicles, including mechanical handling equipment is required. A Certification in Supply Chain (Supply Chain Operations Reference Professional (SCOR-P), Certified Supply Chain Professional (CSCP) or equivalent) is desirable.

Work Experience

A minimum of seven (7) years of progressively responsible experience in movement control operations acquired through commercial air/sea/road/rail operations, commercial freight forwarding, or military logistics is required. The minimum years of relevant experience is reduced to five (5) for candidates who possess a first-level university degree or higher. Experience in establishing Scope of Work (SOW), technical evaluations for third party contracts and associated knowledge of Low Value Acquisition (LVA), Purchase Orders (PO) and invoicing procedures is required. Experience in using International Air Transport Association (IATA) or International Maritime Organization (IMO) rules and procedures for transporting dangerous goods is required. Experience with Enterprise Resource Planning (ERP) systems is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and Spanish is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
