Org. Setting and Reporting This position is located in the Movement Control Unit of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief of Unit, Movement Control or their designate.

Responsibilities Within delegated authority, the Movement Control Assistant will be responsible for the following duties:

  • INBOUND DELIVERY COORDINATION DUTIES:
  • Coordinates the inbound activities for freight into the mission in accordance with mission supply chain plan with Vendor, Procurement, Centralized Warehouse and all other parties concerned.
  • Contacts vendor to confirm delivery status and to review shipment documents to secure that goods are delivered according to the agreed terms and conditions on the Purchase Order.
  • Collects, checks and updates information (e.g. ETA, quantities, etc.) and documents (e.g. BoL, customs clearance, etc.), provided by commodity and freight forward vendors, in ERP system (Umoja) to facilitate downstream processes.
  • Tracks and traces all deliveries and updates the Inbound Delivery with necessary information and shipment documents to provide all stakeholders with a constant status overview of incoming shipments.
  • Search for issues, which may delay and/or disturb the delivery of goods and seek for remedial solutions with all parties concerned (Procurement, Vendor, Centralized Warehouse.
  • Confirms delivery dates and quantities received and provides delivery confirmation documents to support virtual and/or physical receipt in accordance to agreed Incoterms.
  • Plans deliveries, raises shopping carts and drafts SOW for freight forwarding services, including technical evaluation of bids.
  • Liaises and coordinates customs, transport and MovCon activities, related to inbound shipments with vendors, customs and all other relevant local and national authorities.

MOVEMENT CONTROL DUTIES: - Coordinates the activities of a regional movement control office within a specific geographic area in a field mission. - Participates in coordination of the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within the area of responsibility. - Provides technical advice to the substantive and support elements of a field mission on all aspects of the transportation activities. - Monitors the reference documents to ensure that they are current and readily available and accessible to all relevant personnel. - Develops, in consultation with the Chief of Unit, Movement Control, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms. - Evaluates short-term aviation, sea and surface transport contracts. - Participates, in collaboration with insurance specialists, in resolving problems related to insurance policies for movement control services.

REPORTING, COMMUNICATION AND RELATIONSHIP MANAGEMENT DUTIES: - Drafts and coordinates logistics plans and other documents supporting the implementation of logistics operations related to inbound shipments, as directed by Head of Unit. - Liaises and coordinates logistics support for inbound shipments with other sections/units within the mission, such as Procurement, Centralised Warehouse and, outside the mission support structure, with security and substantive offices. - Coordinates logistics requirements for inbound shipments with other UN entities, other organizations and Host Government entities. - Monitoring the implementation of logistics and security related agreements on the transit of goods to local authorities at all stages, including the analysis of implementation difficulties and initiating remedial action.

ADMINISTRATION AND OTHER DUTIES: - Drafts and coordinates inputs to logistics reports, presentations, briefing notes, and other information documents required by the management, including inputs required by the UNHQ. - Liaises and coordinates logistics support with UNHQ. - Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. - Provides inputs to the standard operating procedures for the movement control related processes. - Monitors that UN financial regulations and rules are complied with in all activities of the subordinate elements.

  • Performs other duties as required.

Education High school diploma or equivalent is required.

Job - Specific Qualification Prince2 Foundation certification is required.

Training in the planning, coordination, and control of at least two (2) modes of transport is required.

Work Experience A minimum of six (6) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field is required.

Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required.

Experience in international operations in a post conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of the other is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
