This assignment is for seeking a UN Volunteer to support the Yemen Outpost based in Amman, Jordan. At the Yemen Service Centre (YSC) the candidate will be required to support in the delivery of direct payment to individuals with additional risk mitigation/assurance measures and expand the Complaints and Feedback Mechanism for the Country Office. These payments include one-off or recurring payments to public sector workers, as well as social assistance projects targeting the most vulnerable children and families. The incumbent will serve as a technical lead for the UNICEF Yemen Service Center to ensure that the UNICEF Yemen Country Office (YCO) YSC has useful, valid, and reliable information on cash-based interventions and to support in developing the monitoring capacity of partners and third-party service providers as relevant.

The assigned UN Volunteer will support in coordinating the development and implementation of monitoring systems for cash-based interventions, including the World Bank funded Unconditional Cash Transfer Project that delivers cash grants to about 1.41 million households per payment cycle, impacting 9 million people across Yemen since 2017. The UN Volunteer will monitor the progress and quality of the implementation process and regularly report the findings to inform corrective actions and quality improvement of the intervention. To achieve this, he/she will be required to be familiar with project operational manuals and technical annexes, as well as Standard Operational Procedures specifically, the protocols and procedures and the deliverables of each service provider in line with the agreed terms of implementation. Further, he/she will also ensure compliance and irregularities monitoring as part of the broader programme risk and quality assurance systems.

Under the direct supervision of Monitoring Specialist, the UN Volunteer will: 1. Support in providing technical assistance for developing performance indicators and design of monitoring systems, including third-party monitoring (TPM) mechanisms and sampling design and generation as well as the development of data collection tools for UNICEF's cash transfers and Complaints Feedback Mechanism (CFM). 2. Support in providing technical assistance on process monitoring to assess whether the processes of cash delivery and CFM are operating according to the YSC procedures and in line with the plan of action. Bring to attention any major issues identified during field monitoring including fraud, mishandling and misappropriation. 3. Support in the preparation and update of data quality assurance (DQA) protocols and plan for all TPM activities, support manage the implementation of the DQA plan, and conduct DQA fieldwork activities in Yemen 4. Support in reviewing the monitoring reports provided by TPM in relation to the data collection activity, quality of results, and conduct data quality checks 5. Support in conducting analysis of reported challenges, identify trends on issues arising and problematic areas and report back to supervisor. 6. Assist with the contract management of the Third-Party Monitoring (TPM) function and other evidence-generation activities of the cash transfer projects (e.g., assessments, evaluations), including but not limited to: • Provide technical support and inputs for the development of the ToRs of the TPM Organization and corresponding budget estimates and participate on the assessment of technical proposals based on agreed criteria. • Support in coordinating/ liaising with TPMO with the development/updating of monitoring tools and plans. • Organize and conduct capacity development activities as needed to ensure TPMOs have the basic knowledge and skills in understanding and applying M&E policies, tools, and methods to fulfil their responsibilities. • Support to provide technical guidance to TPMO to ensure that all TPM activities are being undertaken as per the plan and in line with the protocols for data confidentiality, exchange, security, and archiving. • Generate/coordinate sampling requirements of TPM activities in coordination with the YSC MIS unit. • Work closely with the contract manager to ensure that TPMOs prepare routine reports on results of the progress and challenges in TPM activities and providing actionable recommendations. • Conduct quality assurance of all outputs/deliverables and training of TPM contractors; coordinate timely submissions to facilitate payments of contract deliverables; and develop and maintain a tracker of all TPM deliverables. 7. Support the preparation of reports, briefs, and presentations to disseminate findings of TPM and other evidence generation reports and recommendations to the intended audiences in a user-friendly manner.
8. Provide statistical data analysis support to YSC project stock taking, planning, donor reporting, YCO annual/mid-year reporting, and donor supervision missions. 9. International Travel to Yemen may be required upon the need

Required: - Strong technical understanding of M&E methodologies, concepts, and processes a long with strong experience in of the following humanitarian sectors (Health, Education, Nutrition, Cash distribution) - High level of proficiency in relevant computer programs and software (e.g., Microsoft Excel, SPSS, STATA, data management systems) - Demonstrable aptitude in quantitative and qualitative data analysis - Ability to manage multiple tasks simultaneously and meet deadlines within agreed upon timeframes - Highly developed interpersonal and communication skills - Excellent drafting and report writing abilities - Solid understanding of cross cutting issues (e.g., gender, conflict sensitivity etc.) - Fluency in English is required. Arabic is highly desired, and Knowledge of another UN language is considered an asset. Desired: - Advanced SPSS skills, including analysis and detect common data quality issues - Good understanding of Yemen context - Experience working with third party Monitoring Agents - Experience working WB funded projects - Experience with remote management

Amman, the capital, is a peaceful city with over four million residents. People are friendly to visitors. Services in terms of banking, transportation, health and communications are easily available. Though Arabic is the official language, English is widely spoken among the majority of the population, especially in Amman. Road network is good both in terms of spread and quality of the roads. Public transportation in Amman is limited. Taxis are relatively cheap and easily available. There are a number of shopping malls, restaurants, gyms, and cinemas. A large variety of accommodation options can be found; however, it is worth noting that prices in Amman have generally increased in the past few years. There are no specific security threats. Amman is a very easy city in which to live; large, many amenities, very modern and serviced by an international airport with direct flights to most capital cities. According to the assessment of the UN Department of Safety & Security (UNDSS) Jordan is a family duty station (category A hardship).

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the insurance plan.
