IRC’s International Programs focus on various relief, rehabilitation, and development programs for refugees, internally displaced persons and those affected by conflict in different regions worldwide. Each region is managed by a regional team that oversees the region’s country programs, which focus on different sectors, including health; water and sanitation; children and youth protection and development; protection; gender-based violence protection; economic development; civil society development; community-driven reconstruction; and refugee camp management. The IRC’s Latin America region is IRC’s newest and with the ambition of substantially increasing its portfolio across the three country programs which cover seven countries (Colombia, Venezuela, Ecuador, El Salvador, Guatemala, Honduras, and Mexico). IRC’s country programs work closely with the Airbel Impact Lab, a center within IRC that combines on-the-ground expertise with disciplines like research, human-centered design, costing analysis, and behavioral insights. Within Airbel, the Evidence to Action (E2A) team specializes in reviewing and synthesizing multiple kinds of research evidence to support decision-making across the IRC---this position will also be a member of the E2A team.

Background:

Led by the International Rescue Committee (IRC), the USAID Research of Education for Transforming Opportunities (RETO) in Northern Central America (NCA) project aims to assist key education stakeholders in El Salvador, Guatemala, and Honduras, to access, understand, and better utilize evidence to design, implement, and communicate about effective education programs and policies that contribute to violence prevention. Outcomes will be achieved through a multi-country and multi-sectoral integrated approach that achieves behavior change in key stakeholders’ use of evidence and tools to positively impact youth through education to reduce violence. The objectives include:

1. Gathering and curating existing evidence and knowledge on education’s role in violence prevention to address expressed needs of key stakeholders including local governments and civil society partners including local researchers. 2. Translating and disseminating evidence for use by key stakeholders. 3. Providing customized, demand-driven technical assistance to key stakeholders to help them utilize research findings and related best practices; and 4. Strengthening knowledge systems within countries to improve the use of evidence in decision making around education for youth violence prevention.

The Project leverages the IRC’s strengths in violence prevention, education programming, and evidence-based research, and will work primarily through partnerships across the NCA countries. The project’s staffing and management structure consists of a small, decentralized team with a Chief of Party based in San Salvador and technical program teams in Tegucigalpa, San Salvador, and Guatemala City. The project will be implemented for three years, from 2021-2024.

Please note: Within the current COVID context, the selected candidate is expected to work remotely, until the resumption of office-based operations is approved by the Regional Vice-President.

Major Responsibilities:

- Supports all technical MEL aspects of the project, including to responding to program needs and fostering high standards and practices for quality data collection, analysis, and reports. - Manages indicator database and files daily, keeping all supporting documentation up to date and archived, in close coordination with the Grants and Partnerships team and Finance and Admin Assistants. - Collaborates with staff to ensure that data is collected, compiled, checked for its quality and completeness in compliance with USAID and IRC’s standards for data quality; Carries out frequent data quality measures of the Project’s database, support documentation, and verifies beneficiaries on the ground. - Supports the finalization and implementation of the Activity Monitoring, Evaluation and Learning Plan (AMELP). - Supports capacity building of staff and partners on MEL principles and techniques related to the proper functioning of the Project’s MEL functions, including the Theory of Change, performance indicators, indicator definitions, and quality/completeness of backup documentation and data, leading capacity building activities when needed. - Develop web and mobile applications, management of MySql and Postgress databases and dashboard development. - Responsible for using IRC’s MEL tools to ensure that procedures are followed. - Contributes to Progress Reports and other communications products, including MEL Annual Reports. - Contributes to MEL-related clauses of grant agreements, and monitors partners’ adherence to IRC and USAID MEL guidance, policies, and commitments. - Provides monthly reporting updates of actuals vs targets by indicator to the SMT for review, discussion, and future planning, enabling accountability to clients, partners, and donors. - Liaises with IRC’s Regional Measurement Action Coordinator and NCA MEL Coordinator to advance MEL priorities. - Reports to the M&E Manager.

Qualifications

- At least two years of experience working in MEL processes. - University degree in the discipline of Systems Engineering, Business Administration, Education, research methods preferred. - Demonstrated technical knowledge of MEL approaches and techniques in some, or all, of the following areas: Outputs/Outcome monitoring; Theories of Change, Logical frameworks, Data collection, Basic data analysis, Accountability, Client feedback mechanisms; - Previous experience with USAID-funded projects highly preferred. - Experience in the development of web and mobile applications. Experience in managing MySql and Postgress databases. Experience in the use and management of Business Intelligence tools, preferably Tableau or Power BI. - Good computer skills in MS Office, especially MS Excel and MS Word – with experience in writing technical reports. - Advanced English written and verbal communication skills preferred; Spanish required. - Enhanced interpersonal skills and ability to work in a diverse team setting. - Ability and willingness to travel (25% of the time). - Ability to prioritize high volumes of work to meet tight deadlines. -
