Organizational Setting

The Sub-Regional Office for the Caribbean (SLC) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing sub-regional food, agriculture and rural development priorities. It develops and maintains relations with sub-region wide institutions including Regional Economic Integration Organizations (REIOs). The Sub-Regional Office is a subsidiary of FAO’s Regional Office for the Latin America and the Caribbean (RLC).

Reporting Lines

The Monitoring Specialist will work under the overall supervision of the Sub-Regional Coordinator and the direct supervision of the Mexico-CARICOM-FAO Initiative Project Coordinator and the programme officer. He/she will work in close collaboration with the Lead Technical Officers and the national coordinators in the different countries involved in the project.

Technical Focus

The Monitoring Specialist work is related to the Mexico-CARICOM-FAO Initiative Cooperation for Adaptation and Resilience to Climate Change in the Caribbean will develop and lead all monitoring aspects of the implementation of the project components of the Mexico-CARICOM-FAO Initiative.

Tasks and responsibilities

  • Review the Project Logical Framework, and other relevant project documentation and in consultations with the project team identify appropriate Monitoring and Evaluation (M&E) indicators, and develop a M&E plan;
  • Select relevant data and design tools as well as appropriate methods and sources for data collection; propose possible platforms (excel, word, web-based, MS Power BI, etc.) for the system;
  • Prepare monitoring reports as required by the project coordinator using data collection tools / templates for the preparation of the annual plans, financial reports and spending monitoring reports for approval of the steering committee;
  • Support the preparation of the work plan and the review and consolidation of the overall and country-based work plans, monitor expenditures and, where necessary, identify corrective measures to overcome operational constraints;
  • Prepare a monitoring strategy considering the request of the donor and FAO procedures that guarantee appropriate implementation, identify risk, and appropriate measures to guarantee appropriate delivery and results according to the M&E plan:
  • Support the project coordinator in engaging with relevant stakeholders and obtain periodic reports to be included in the monitoring system.
  • Coordinate consolidation of technical and operational data, ensuring that all project-related data and documentations are conveyed to the Office responsible for the update in the Field Program Management Information System (FPMIS);
  • Contribute to the preparation of quarterly, half-yearly and annual progress reports on all project activities with data and statistics;
  • Ensure the preparation and compilation of the means of verification of the project;
  • Coordinate and provide guidance to the managers of task groups and national teams of consultants in the tasks related to project monitoring;
  • Support the preparation of TORS of midterm and final evaluations and follow up on the process;
  • Facilitate the systematization and dissemination of knowledge products associated with project monitoring;
  • Develop and implement M&E capacity building trainings, with a special emphasis on the results-based management for staff, government and implementing partners;
  • Provide support / inputs for the preparation of the communication strategy and visibility, and development of M&E for outputs of the Project in collaboration with Project Team;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University Degree preferably in Agricultural Economics, Business Administration, Project Management, Finance, Economics, Social Sciences or related field;
  • At least 5 years of experience in the design and implementation of Monitoring and Evaluation, Management Information System(MIS) in development projects implemented by national/international NGOs/UN bodies/ Government;
  • Working knowledge (level C) of English and intermediate (level B) of Spanish

Technical/Functional Skills [optional]

  • Work experience in more than one location or area of work particularly in field positions is desirable;
  • Extent and relevance of experience in programme/project development (including formulation and analysis) and management (implementation and monitoring);
  • Extent and relevance of experience and knowledge of monitoring and the application of methodology: Good understanding of capacity assessment methodologies; excellent ability to identify significant capacity building opportunities;
  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Proven ICT skills, especially in the development of MIS software using database software and, in particular, extensive experience and managing of Excel and other related tools/software;
  • Expertise in analysing data using statistical software;
  • Strong training & facilitation skills.
