Org. Setting and Reporting The Monitoring and Research Advisor reports directly to Head Monitoring, Research and EMIS.

Responsibilities- Provides substantive support to the development and implementation of Agency-wide policies, strategies and programmes related to monitoring, research and the Education Management Information System (EMIS) and any relevant technical instructions, ensuring alignment with the Agency's Medium-Term Strategy;

- Provides technical support in any updating of the methodology of Strategic Objectives indicators in terms of definition, calculation and justification; collaborates with the Planning Department in the issues related to Results Based Management (RBM) system and the indicators of Education Department;

- Provides technical support to Field Education staff including to the Strategic Support Units in education, in the area of Monitoring and Research; works to integrate Education in Emergencies (EiE), protection and gender standards into the M,R&EMIS Unit's work; ensures the collection and reporting of Monitoring and Research data is accurate and timely, utilizing the Agency-wide EMIS as a key data source; supports the analysis and interpretation of performance data for the M,R & EMIS Unit;

- Supports the identification of relevant areas for research for the Department, in coordination with other Units, as well as leading and coordinating Agency-wide key research together with the DE's office; supports in the dissemination of key research findings, good practices and lessons learned Agency-wide and to external organizations or governmental bodies as required;

- Takes a lead role, as required for the Education Department in the preparation of high level reports; works as a focal point to collect, analyze and validate data from the Fields to support the preparation of Annual Operational Report (AOR) and to review the data regarding the Annual Results Review (ARR) from the Fields;

- Supports the development of quantitative and qualitative research design and monitoring tools for the Department and Fields; supports quantitative and qualitative data analysis and interpretation of research results; provides recommendations to the concerned units; supports in the dissemination of research findings, good practices and lesson learned all Fields to external organizations;

- Plans and implements capacity building activities for Field Staff, including the Strategic Support Units when needed, to empower and professionally develop the skills and competencies of Education staff Agency-wide in the area of research methods; assists in coordinating the research activities with ED units at HQ(A) and Fields, and with relevant governmental and non-governmental organizations, as needed, to share experiences;

- Advises on and assists with the implementation and monitoring of the Agency-wide Quality Assurance Framework, with regards to Monitoring, Research and EMIS;

- As assigned, supports the Head of the Unit in: * Setting direction for the Unit's activities and planning priorities and workflows; * The development of communication material and in communicating the Unit's planning, key outputs and achievements; * Maintaining, as appropriate, constructive work relationships with counterparts in the Host authorities, UN Agencies, non-governmental organizations and educational institutions, for coordination of common activities and sharing of best practices; * Creating collaborative, innovative and results-based teamwork; * Provision of coaching and mentoring to staff in the Unit.

Education Advanced university degree (Master's or equivalent) from an accredited educational institution in a relevant area.

Work Experience At least seven years' experience in conducting research, preferably in an educational institution;

At least three years of working experience in subjects relevant to the Unit.

Languages Excellent command of spoken and written English and Arabic.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Type of Contract: Fixed Term Appointment

Duration of Contract: 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need.

This job opening is open to internal and external candidates. Only candidates residing in any of the following locations Amman, Gaza or Jerusalem/West Bank, with authorization to work in that duty station at the time of application are eligible to apply. The Agency will not assume responsibility or accountability to support or facilitate the issuance of work permit in those locations, and without a valid work permit, the appointment may be rescinded.

The Monitoring and Research Advisor may be required to travel frequently in the Agency’s areas of operations.

Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
