Since 2001 UN Women (previously as UNIFEM) in Kyrgyzstan has implemented catalytic initiatives on promoting women’s economic, political, and social rights. In 2012 a full Country Office (CO) was established. UN Women Kyrgyzstan began operating in 2012 as one of the first UN Women Country Offices in Central Asia. Today, UN Women Kyrgyzstan is the leading international organization working to protect the rights, security, equality, and dignity of women and girls in Kyrgyzstan.

In promoting gender equality and protecting the rights of women and girls in the country, UN Women is a reliable partner for the government, international and private sector partners, civil society organizations, activist movements, and civic activists. UN Women Kyrgyzstan prioritizes initiatives and programs in areas that are fundamental to women's equality and can contribute to the progress and development of gender equality: Women's economic empowerment Ending violence against women and girls (EVAWG) Women, Peace and Security, Women in Leadership, National planning and budgeting, Coordination of the UN system. By chairing the UN Gender Thematic Group, UN Women Kyrgyzstan serves as the leading agency on strategic support and advice to United Nations country teams in enhancing gender mainstreaming efforts in Kyrgyzstan.

The project “Blossoming Aigul” is focused on institutional capacity building of WCSOs and creating a conducive environment for their participation in strategic level decision-making as a basis for addressing climate security leading towards sustaining peace in Kyrgyzstan. The main focus of the project is on strengthening the institutional and partnership capacity of the WCSOs for promoting gender, climate security, and peace in Kyrgyzstan. The project applies a synergized approach wherein all activities will address gender equality considerations and contribute to women’s empowerment, increasing their meaningful participation in peacebuilding. This will be implemented through application of innovative approaches leading to creation of a favorable environment for women and WCSOs to act as agents of change and to promote structural changes in the system of norms, values, and power relations within families, communities, and at institutional level. The project aims at achieving transformative results on GEWE as a key prerequisite for making meaningful progress on peace building and conflict prevention by exploring and implementing new solutions to addressing climate security risks for sustaining peace.

The Monitoring, Reporting and Coordination Specialist thus has a dual responsibility. S/he will be responsible for monitoring of Strategic Note targets; and on the other hand, for providing substantive support in the Project.

Under the direct supervision of Programme Coordinator and the National Programme Officer /Head of Programs of UN Women Kyrgyzstan CO, Monitoring and Reporting Specialist will provide support to programme colleagues in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences and substantive support to inter-agency coordination.

Duties and Responsibilities

Facilitate and substantively contribute to the Project and Country Office Monitoring and Evaluation Activities

  • Guide the process of developing monitoring indicators, monitoring calendars, field monitoring plans and ensure quality assurance processes;
  • Contribute to annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys;
  • Facilitate the clearance of donor agreements, donor reports (narrative and financial) and partner Agreements (PCA, LoA, UN2UN Agreement;.
  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

Provide technical support and guidance to Project and the Country Office in the implementation the UN Women Evaluation Policy

  • Coordinate the implementation of UN Women’s Evaluation plan in the Project and CO;
  • Provide guidance to programme staff on evaluations;
  • Ensure communication between the Country Office and Regional Office regarding evaluations;
  • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).

Planning, Monitoring, and Reporting of Project’s and Country Office’s field activities:

  • Conduct field monitoring plans and field visit and ensure quality assurance processes;
  • Conduct field visits to supervise, coordinate and monitor field level activities of portfolio;
  • Support the planning, monitoring and implementation of evaluation plans in the field.

Contribute substantively to the monitoring and lead tracking of Project and SN results against country level targets

  • Lead the developing country programming processes and products, including annual workplans, strategic notes, and programme/ project documents, the preparation of United Nations Development Sustainable Development Strategies Framework (UNSDS) and other UN system joint programming documents;
  • Follow up on required action/outstanding issues and report on outcome/result. Alert the supervisor on critical issues to be addressed;
  • Coordinate with the Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from partners on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Draft and monitor the CO’s Monitoring, Evaluation, and Research Plan;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E); among all staff members through communication, training, learning and development activities.

UN inter-agency coordination

  • Participate in and provide support to joint inter-agency UN planning processes and similar exercises;
  • Prepare briefing materials for the CO on issues to be discussed in the UN and other events and meetings;
  • Provide analysis on the gender dynamics and opportunities to support inclusive engagement;
  • Prepare inputs to Common Country Assessment (CCA)/UNSDCF and other documents;
  • Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme experiences;
  • Provide substantive support and representation at conferences and meetings, joint programme development, joint advocacy and research in collaboration with the Country Representative;
  • Perform any other tasks are assigned by the Management which required for the smooth running and success of the County Office implementation.

Required Skills and Experience

Education and certification:

  • Completion of secondary education is required;
  • Bachelor’s degree in business/public administration, political or social science, economics, international development studies, gender/women's studies is a strong asset;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 6 -years of progressively responsible experience at the national or international level in monitoring and reporting of development projects/ programmes;
  • Experience in the United Nations systems and/or inter-agency coordination in an asset;
  • Field experience is an asset.

Language Requirements:

  • Fluency in English and Russian is required;
  • Good working knowledge of Kyrgyz language would be an advantage;
  • Knowledge of the other local and UN official languages is an asset.
