The IRC seeks a Monitoring Officer for the Virtual R&P program. The Monitoring Officer will provide regular and timely reports for all team members on program metrics, spot checks case notes and financial transactions, as well as develop ongoing monitoring and program evaluation policies and processes in partnership with the Program Officer and the Deputy Director, Virtual Resettlement Programs. The Monitoring Officer, VR&P will report to the Deputy Director, Virtual Resettlement Programs.

Major Responsibilities:

- Establish a coordinated M&E system in line with the Reception & Placement program within a virtual context. - Lead tracking of all project outputs, outcomes, and objectives against targets. - Monitor ongoing data quality and follow up on issues identified. - Provide regular and timely reports for all team members on program metrics, and spot checks of case notes and case files. - Facilitate biweekly data analysis and action planning to ensure the project is on track. - Lead monthly and semi-annual report development in collaboration with VAPA staff - Develop and disseminate concise summaries of services provided through VAPA - As needed, maintain project database to support efficient, accurate data management, reporting, and data analysis. - Alert the Program Officer and Deputy Director to any necessary changes to M&E plan or tools in a timely manner. - Manage annual evaluation in coordination with key project staff. - Lead analysis and interpretation of needs assessment and evaluation results. - Other tasks as assigned.

Job Requirements:

Education: Bachelor’s Degree

Work Experience:

- Minimum of 4 years of monitoring and evaluation (M&E) work. - Minimum 2 years’ experience in monitoring refugee programming, preferably PRM-funded programming, experience monitoring Reception & Placement and/or virtual programs a plus.

Demonstrated Skills and Competencies:

- Demonstrated commitment to data-driven programming - Demonstrated experience developing logframes; developing and/or implementing M&E systems; developing surveys and other data collection tools; analyzing and visualizing data; and reporting. - Demonstrated experience using Microsoft Excel. - Demonstrated experience in utilizing webinar/virtual meeting platforms such as Zoom and/or Microsoft Teams. - Demonstrated experience providing technical assistance, capacity-building, and/or training related to monitoring and evaluation - Demonstrated experience with M&E in the context of ORR-funded refugee resettlement and integration programs - Demonstrated experience with participatory approaches to M&E and/or collection and incorporation of client feedback data into project implementation

- Fully remote.
