BACKGROUND

The Level 3 Scale-up for Ukraine was activated effective 5 March 2022, for an initial period of six months. With the activation of the procedure, UNICEF has adopted a no-regrets approach in view of the complex situation and increasing humanitarian needs, to ensure that UNICEF continues to provide life-saving response for the children and women in Ukraine in line with the CCCs.

The recent escalation in the armed conflict in Ukraine poses an immediate threat to the lives and wellbeing of the country’s 7.5 million children. The intensification of the armed conflict is posing severe human costs, causing a growing number of civilian and children casualties, interrupting livelihoods and damaging critical civilian infrastructure, including hundreds of homes, water and sanitation infrastructure, schools and health facilities. Hundreds of thousands of children and their families have been internally displaced and, to-date, over one million forced to flee the country in search of safety – the majority are women and children.

UNICEF’s humanitarian programme and emergency response in Ukraine gives special attention to disadvantaged and vulnerable groups and seeks to close the gap in access to essential services between urban and rural areas. The programme seeks to strengthen delivery of health, nutrition and other essential services to improve children’s health and to protect and promote their rights.

UNICEF has recently signed an Agreement with the Global Fund to Fight Aids, TB and Malaria, as the Principal Recipient of the Global Fund Emergency Grant in Ukraine for HIV and TB. This agreement supplements the support provided under the Global Fund National Grant.

PURPOSE

Under the direct supervision of the Health Manager (HIV and TB) and guidance of the Monitoring and Evaluation Specialist, the Monitoring Officer will be responsible for developing M&E systems to ensure that the UNICEF Country Office has useful, valid and reliable information on the GF programme implementation. The position will facilitate timely reporting to Global Fund.

How can you make a difference?

  • Develop Monitoring and Evaluation Frameworks for HIV & Tuberculosis Project funded by GF in alignment with the performance framework, UNICEF Guidance on Field Monitoring (FRG/GUIDANCE/2018/001) and UNICEF Ukraine Monitoring Guidelines, including monitoring standards and principles for cross-sectoral integrated monitoring of the country programme implementation;
  • Update as necessary Performance Framework, Monitoring and Evaluation plans, for relevant GF programmes, consistent with the national M&E framework, and HIV and TB M&E Plans. Grant specific M&E plan to be developed in consultation with the Centre for Public Health, 100% life and Alliance for Public Health and in accordance with results-based frameworks;
  • Develop systems and tools, and materials to facilitate timely and accurate data collection and programme monitoring; field monitoring, remote monitoring and real time monitoring
  • Support preparation of the pulse check, progress update and annual reporting;
  • Facilitate review of progress on a quarterly basis;
  • Problem solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed;
  • Prepare high quality quarterly and bi-annual programmatic progress updates on the GF programmes in Ukraine, as well as management and other reports (COAR, RAM, SMQ, etc.);
  • Prepare programme inputs consolidated financial and programmatic reports on a quarterly basis.
  • Provide programmatic input for annual progress update report (PUDR).

  • Support the UNICEF Ukraine PME team in coordinating the overall country programme monitoring and evaluation

  • Analyzes and evaluates GF programme data to ensure achievement of objectives and recommends corrective actions, when necessary, including on correlations and synergies with other child-related Health, Nutrition, Education, Child Protection and WASH intervention areas;
  • Participates in the design of Health programme’s rolling workplans, GF work plans, ensures compliance to specific assigned objectives. Provides guidance and support to staff
  • Supports the Planning, Monitoring and Evaluation Specialist in liaising with the UN and inter-agency theme group(s) on M&E and results based management and reporting, the regional Planning and Monitoring Advisor and the regional Evaluation Advisor and HQ units and specialists as indicated.
  • Contributes to the development of tools by the PME team in collaboration with operations and programme colleagues to improve tracking of programme inputs and outputs.
  • Advises on data collection methodologies and research related to Health programme interventions, and the introduction of new approaches and methods in project monitoring and evaluation

  • Any other tasks assigned by the Health Manager (HIV and TB) or Chief of Health to support the overall Management, Supervision, Monitoring and Evaluation of the implementation of the HIV and TB Programmes.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in any of the following fields: Social Sciences, Public Administration, International Relations, Business Administration, Public Health, Education, or other fields related to the work of UNICEF.
  • Five years of progressively responsible professional work experience in the M&E field.
  • Fluency in English is required.
  • Knowledge of the local language is required.

This position is based in Lviv and the incumbent will be expected to work on-site. However, depending on the security conditions and advisory, s/he will be required to relocate within Ukraine.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
