ORGANIZATIONAL CONTEXT

Having established a presence in Lao PDR in 1975, the World Food Programme (WFP) is supporting the Lao Government’s vision of “a prosperous country, with a healthy population, free from food insecurity, malnutrition and poverty”. In its approach, WFP is gradually shifting from the delivery of services to building the capacity of both institutions and communities to address the challenges of food insecurity and malnutrition. As populations are scattered over vast areas where access can be difficult, strengthening the self-reliance of communities for solving their own nutrition and food security problems is central to WFP’s strategy. By promoting changes in people’s behaviour – such as introducing complementary, nutritious foods; diversifying diets; improving infant and young child feeding practices; and enhancing communities’ ownership of initiatives like school feeding – WFP aims to improve the nutritional status of vulnerable people throughout their life cycle, as well as their resilience to seasonal and long-term shocks and stresses. As of January 2022, WFP has been implementing a Country Strategic Plan (CSP) 2022-2026 for the achievement of the following outcomes: 1. Schoolchildren in vulnerable areas have improved food security, nutrition and learning results through a sustainable national school meals programme. 2. Vulnerable people at risk of any form of malnutrition, in particular women and girls of reproductive age, children under 5 and school-age children, have improved nutrition outcomes in line with national targets. 3. Vulnerable people in disaster-affected or at-risk areas have enhanced food and nutrition security all year round and increased capacity to mitigate and manage risks associated with climate and other shocks. 4. Crisis-affected populations in the Lao People’s Democratic Republic are able to meet their food, nutrition and other essential needs during and after disasters risks associated with climate and other shocks. In line with the corporate priority to enhance efficient and effective monitoring and operating under the structure of the Research, Assessment and Monitoring (RAM) division, Lao PDR RAM-Monitoring team has the responsibility to ensure adequate and appropriate monitoring of the CO’s programmes, for accountability and – most importantly – for learning purposes to ensure findings of monitoring are fed back into programme to the benefit of the people WFP serves.

JOB PURPOSE

WFP Laos is seeking a RAM Monitoring and analysis specialist who will support the CO’s monitoring agenda and ensure the timely and quality delivery of the evidence value chain approach. The consultant will work under the overall supervision of the Head of RAM and will work closely with the RAM Unit, the functional units in programme and with the relevant units.

KEY ACCOUNTABILITIES (not all-inclusive)

The Monitoring and analysis specialist will perform the following responsibilities. Under the direct supervision of Head of RAM, the consultant will perform the following tasks: Survey and data management and analysis support • Support the country office with assessments, baseline/endline surveys, process monitoring and post-distribution monitoring surveys. This includes questionnaire reviews, sampling advice etc. • Conduct data analysis and ensure advanced analysis is conducted (t-tests, chi-square tests, regressions, propensity score matching, etc.) to enhance the validity of the findings. • Conduct data management and integration; data cleaning and processing and conducting trend analysis where possible to generate additional insights. • Produce advanced analytical outputs (using SPSS, Python, R or other relevant applications) and streamline data analysis processes through integration, automation and file management.

RAM CO products • Produce regular analytical monitoring reports for internal and external audiences as required. • Develop data collection tools and analysis plans. • Ensure a participatory methodology to create/review/update data management plan and SOPs, assessment methodologies based on CO programmatic priorities. • Work with activity managers to track progress of implementation of recommendations. • Develop and keep Lao PDR CSP M&E guidelines and tools updated all the time, ensuring these are shared with field offices and activity teams while ensuring the teams have the required M&E capacity and support to implement required M&E activities as per the guidelines. • Develop a monitoring quarterly report. • Conduct meetings with programme colleagues and update on the monitoring findings.

Corporate monitoring support • Support the office in the use of corporate systems and requirements for monitoring, ensuring the compliance and validity of logframes, indicator selection (and methodologies), data entry (outcome, output, cross-cutting), and needs based plans. • Support the standardization and uptake of corporate tools across programmes; including (but not limited to) the office’s appropriate utilization of the indicator compendium/other guidance. • Ensure data quality, review, and editing of the Annual Country Reports. Capacity strengthening • Provide technical support, including trainings, to field offices and activity teams ensuring data collectors and users understand M&E activities and their responsibilities in ensuring data quality, completeness, timeliness, and utility. • Support drafting and coordinating M&E related inputs to proposals, donor reports, concepts etc. • Perform other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• At least four years of relevant work experience. • Work experience in database management and household data analysis. Experience in Monitoring and Evaluation and experience in food security, vulnerability and livelihood analysis; needs assessments is an asset. • Experience in advanced quantitative and/or qualitative analytical skills including propensity score matching, t-tests, chi-square tests, regressions, etc. • Experience in managing complex monitoring and/or evaluation activities spanning a range of policies and programme initiatives in international development or humanitarian contexts.
