UNICEF in the State of Palestine works to uphold the rights of children to access services and protection, from early childhood through to adolescence. The UNICEF objective is to ensure that every child in the Gaza Strip and the West Bank, including East Jerusalem, irrespective of background or circumstance, has an equal chance to fulfil their potential.

Towards effective Accountability to Affected Populations (AAP) mechanisms UNICEF has three active Community Feedback Mechanism (CFM) channels including the inter-agency feedback channel, a channel on the Prevention of Sexual Exploitation and Abuse, and a channel directly to UNICEF.

UNICEF beneficiaries can and do provide feedback to UNICEF directly through these channels. Working with the Chief of Planning, Research, Monitoring, Evaluation and Data (PRIMED) and the PRIMED team the post holder will manage the feedback received through the CFM channels, and engage with relevant stakeholders and partners to ensure a coordinated and consistent approach to accountability, and specifically to feedback received from affected populations.

• Manage the complaints and feedback received from the Gaza Strip and the West Bank, including East Jerusalem, through all UNICEF supported Community Feedback Mechanism channels. • Working with inter-agency partners to maintain a record of the complaints, feedback, suggestions and inquiries received from the project beneficiaries and stakeholders. • Support real-time data management of feedback information on both UNICEF and inter-agency CFM data systems to maintain a proper filing system for all the complaints and feedback with filing codes. This will include the closure of complaints by tracking each complaint processing to ensure that an appropriate response is provided against the respective complaints. • Develop and share summary reports of AAP data. • Support the integration of the UNICEF’s CFM mechanisms with the inter-agency mechanism for the Prevention of Sexual Exploitation and Abuse. • Explore solutions on alternative, innovative approaches to managing CFMs and a keen eye for quick resolution of any glitches as they come up. • Conduct regular field visits and group discussions to discuss with the beneficiaries UNICEF’s information sharing tools and Community Feedback Mechanisms/ and Ppropose changes as appropriate based on feedback provided. • Support the UNICEF Implementing Partners to promote the uptake of the UNICEF Community Feedback Mechanisms. Resolve any issues implementing partners face with these CFMs. • Support the coordination of the UNICEF engagement with the Inter-Agency Feedback Mechanisms. The Officer will participate in local accountability and learning groups to ensure collaboration and coordination of Accountability to Affected Populations (AAP) approaches and maintain the organisation’s commitment to Humanitarian Accountability Partnership (HAP) standards. • Share any lessons learnt, ways to improve, adapt current CFMs – for quick and timely resolution and uptake of feedback. This includes providing any reflection on the broader AAP approach.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Reporting

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials. A 6-month contract with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. A Volunteer Living Allowance (VLA) of ILS 4,750 is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as Exit allowance for satisfactory service.
