This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Development & Humanitarian - Planning, Monitoring and Evaluation (PM&E) is a cross sectoral section that supports UNICEF planning, partnership and evidence generation activities. UNV’s contribution will be critical to UNICEF’s effort in enhancing knowledge management and dissemination of the evidence for advocacy and realization of children’s rights in Turkey.

Under the direct supervision of Monitoring and Evaluation Specialist, PME, the UN Volunteer will undertake the following tasks:

  • Support UNICEF Turkey’s efforts in enhancing knowledge management by contributing in the development and dissemination of the programmatic and situational knowledge for internal and external use. This includes but not limited to:
  • Contributing in identifying key knowledge areas and products and in their write ups.
  • Contribute to quarterly knowledge digest by reviewing relevant studies and data related to children.
  • Support in disseminating the knowledge products via different channels, such as webinars, professional networks.
  • Contribute to the development of the frontpage of the resource library that stores reports, articles, infographics and other knowledge products.
    • Support in establishment of the information management platform by:
  • Supporting with data entry
  • Contributing to developing programme, situational and provincial dashboards.
  • Support in conducting orientations and trainings on use of the platform.

Results/Expected Outputs : - Selected key knowledge products developed and disseminated as per priorities identified by the office. - IM platform is up to date with programme and situational data. - Programme dashboards are developed and used by programmes on a regular basis. - Resources library is accessible and used by programme staff.
- The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); - Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment - A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

Research, data analysis and visualization in social science or thematic areas (education, protection, refugees and emergency response.

• Demonstrated interest and/or experience at the national and/or international level in social sector or programmes or other relevant programmes is considered an asset, as is experience working in the UN or other international development organization;

• Experience in data analysis writing reports and excellent command of oral and written English

Ankara is a family duty station. It is the capital of Turkey and the country's second largest city after Istanbul with a population of more than 5 million people. Centrally located in Anatolia, Ankara is an important commercial and industrial city. It is the center of the Turkish Government and houses foreign embassies. It is an important crossroads of trade, strategically located at the centre of Turkey's highway and railway networks.

Security: Ankara is classified as Security Level 1 in the UN system, like majority of Turkey. Ankara is generally a safe city, where normal use of common sense and acting responsibly takes one a long way. The public transport is safe to use. There are no direct threats towards United Nations and its staff in Turkey.

Medical Services: No special vaccinations are required for a travel to Ankara. Medical services available are of high quality, and health care services are available also in English.

Housing: Apartments / flats are generally in good condition, with well functioning services (gas, electricity, water). The cost of housing varies, depending on the location, size and facilities. Housing in general is the largest monthly expense. Upon arrival, UN Volunteers will temporarily stay in a hotel until long-term housing is found. The host UN agency and UNV offices in Turkey can provide assistance to UN Volunteers in identifying real estate agencies and suitable housing.

Cost of living and services: Although housing cost may not be economical, daily essentials such as basic food and products are affordable. Imported goods and many non-essential services and products tend to be more expensive. The provision of goods and services is generally very good in Ankara. Local transportation options are bus, minibus called “dolmuş” and taxi, which are affordable in Ankara. The subway/metro lines are very limited in the scope.

Weather: The city has an average elevation of 938 metres. It has cold, often snowy winters due to its elevation and inland location, and hot dry summers. Because of Ankara's high altitude and its dry summers, nightly temperatures in the summer months can be cool.

Language: Turkish is the only official language. English is widely spoken in touristic areas in Turkey, but less commonly in Ankara. In supermarkets and shops, a few Turkish words are useful. Good and safe English language Internet banking services are available, which makes up for the lack of English speaking staff in many of the bank branches. Turkish language schools are available in Ankara.

Education for Dependents: Please note that the Volunteer Living Allowance (VLA) would be sufficient to cover children’s public-school education costs (Turkish-speaking primary & secondary schools, free tuitions); however, it would not be sufficient for private schools with instructions in English or other non-Turkish languages.
