Democratic Republic of Congo

In spite of its vast physical size and limitless natural resources, the Democratic Republic of Congo (DRC) is one of the poorest countries in the world, ranking 176th out of 188 countries in the 2015 human development report. Child poverty is widespread, particularly in conflict-affected and hard-to reach areas. According to a recent UNICEF study, 80 percent of children aged zero to 15 years old experience at least two major child rights deprivations. Despite sustained growth in recent years, the size of DRC’s economy remains far too small to provide enough government revenue to meet the basic needs of the population, children in particular. Since 2016, political instability, the persistence of conflicts in Eastern DRC and a sharp fall in global commodity prices have been aggravating factors.

DRC is one of the over 190 countries and territories around the World where UNICEF works to overcome the obstacles that poverty, violence, disease and discrimination place in a child’s path.

How can you make a difference?

PURPOSE OF THE POST (Statement of overall post accountability.)

Planning and Monitoring Officer is accountable for planning and monitoring of the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis and monitoring, in particular through Improved Monitoring for Action (IMA – Level 3 Monitoring), preparation of reports, communication and partnership, and in implementing training programmes for national and provincial data collection, monitoring capacity building with special attention to the interest, concern and participation of primary stakeholders.

DUTIES AND RESPONSIBILITIES

1. Coordinates technical support for an efficient decentralized planning/monitoring system for programmes to track progress resulting from the implementation of the field office work plans for the improvement of the situation of children and women.

2. In coordination with other stakeholders, support performance monitoring and reporting of the sectoral programmes and coordination of the reporting of UNICEF’s contribution to UNSCDF. Support management of available baseline information on national statistics and key indicators through established databases for easy access and use. Provide technical support to ensure that monitoring system, are in place and that key annual programme indicators are tracked and analyzed.

3. Undertakes field visits to monitor programme implementation, as well as support periodic programme reviews with government counterparts and other partners. Identifies problems or alternative courses of action to accelerate/improve programme delivery.

4. Assists government authorities to plan and organize training programmes related to decentralized monitoring/planning. Identifies training needs for the purpose of capacity building and sustainability of programme. Facilitate learning from the results of monitoring among national partners and other key stakeholders, engaging more expertise from knowledge institutions.

To qualify as an advocate for every child you will have…

  • University degree in Social Sciences, Demography, Development Planning, Statistics or a related technical field.
  • Two years of progressively responsible professional work experience at national and international levels in programme monitoring and evaluation. Practical experience in community-based research.
  • A Bachelor combined with 4 Years of experience at the same field can be accepted.
  • Fluency in French and English is required. Knowledge of French, the local working language of the duty station is a must.
