Strategic Office Context:

Education Cannot Wait (ECW) is the United Nations global fund for education in emergencies and protracted crises. Since 2017, we support quality education outcomes for refugee, internally displaced and other crisis-affected girls and boys, so no one is left behind. ECW works through the multilateral system to both increase the speed of responses in crises and connect immediate relief and longer-term interventions through multi-year programming. ECW works in close partnership with governments, public and private donors, UN agencies, civil society organizations, and other humanitarian and development aid actors to increase efficiencies and end siloed responses. ECW urgently appeals to public and private sector donors for expanded support to reach even more vulnerable children and youth. ECW is administered under UNICEF’s financial, human resources and administrative rules and regulations; operations are run by the Fund’s own independent governance structure.

Purpose of the Job:

With the approval of ECWs new strategic plan (2023-2026) the monitoring, evaluation and global reporting team will expand, and the role of monitoring and measurement is to be strengthened across ECWs operations. Under the guidance of the Chief of Monitoring, Evaluation and Global Reporting, the incumbent is responsible for advancing and managing the monitoring function . The monitoring role connects closely to ECWs forthcoming strategic plan 2023-2026 and included corporate results framework. The corporate results-framework includes strategic results regarding ECWs organizational objectives, as well as beneficiary results regarding education participation and holistic learning of children and adolescents. The incumbent will therefore provide reliable information about children’s education in contexts of ECW operations and will manage the management and implementation of monitoring and measurement approaches to track progress on program results with ECW grantees and partners.

Data and evidence are key to ECW. The collection, analysis, dissemination, and use of good quality, disaggregated data is the foundation of effective action and change. Governments and other humanitarian-development stakeholders need to understand which children are thriving and who is being left behind. Data and other evidence are also crucial to understand and improve the impact of policies and programs for children, as well as to understand children’s own views and priorities.

Travelling to the field (up to 20 per cent of the time) may be required.

How can you make a difference?

Key functions, accountabilities and related duties/tasks:

  1. Manage the monitoring function towards ECWs newly adopted 2023-2026 strategic plan corporate results-framework (30%). a. Manage the development and roll-out of monitoring and analytical tools to track progress towards its corporate results framework. b. Produce and support analytical pieces at global levels, developing effective analytical reports, economic analyses, case studies, policy documents and other relevant documentation to build the evidence base for effective education interventions in education in emergency and protracted crisis settings. c. Assure that the monitoring function has a strong collaboration and connection with program implementation, the evaluation function, ECWs learning agenda, and the collegues working therein. d. Develop terms of reference; contract management; quality assurance; and dissemination and explanation of results in relation to monitoring and measurement.
  2. Organise and manage the technical assistance and capacity development of grantees in monitoring, measurement, and reporting (20%). a. Provide technical guidance to grant recipients and partners regarding best planning, monitoring and measurement practices thereby promoting equitable access to education and improved learning outcomes in emergencies and protracted crises. b. Contribute to the development and improvement of the data and information systems for monitoring, reporting and tracking performance via carrying-out analysis and interpretation of data. c. Undertake (surge response) field missions to assess or establish monitoring and measurement strategies and provide ad-hoc support in M&E, and design/deliver M&E trainings to ECW’s partners in countries of operations.
  3. Act as ECWs global thought leader and drive management reforms in monitoring across ECW and partners (25%) a. Keep abreast, research, benchmark, introduce and implement best and cutting-edge practices on monitoring and measurement methodologies. b. Present ECW in global partnership bodies and networks discussing monitoring and measurement related to education participation and learning in education in emergencies and protracted crisis settings. c. Drive reform and system change in ECW on monitoring, measurement and learning issues. d. Manage targeted innovation focussed grants and conceptually advance ECWs work on holistic learning outcome measurement via program management and conceptual design.
  4. Lead on innovation, learning, knowledge management and capacity development initiatives in relation to monitoring and measurement (25%). b. Institutionalize and disseminate best practices and lessons learned to maximize the use of monitoring and measurement results to support improved programming and results delivery. c. Lead and contribute on sections of the production of ECWs annual results report and other donor and/or partnership reporting. d. Contribute to developing capacity within ECW for evidence-based policy, planning, programing, and advice by developing/presenting materials on data related issues.

The Monitoring Manager will perform other related duties and assignments as and when required. This includes but is not limited to the overall program development and evaluation measurement approaches of ECWs grant portfolio.

Impact of Results

The results of the Monitoring Manager’s work will be critical for measuring the outputs, outcomes and impacts of ECW’s education investments and better understanding its value for money and what works and does not work in education provision for children and adolescents affected by conflict and crisis.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social science, economics, international or development studies, monitoring and evaluation or related field (required), preferably in education (asset).
  • A minimum of eight years of relevant professional experience in planning, monitoring, and evaluation in education at the international level.
  • Proven experience in collecting, analysing, and presenting data.
  • Proven experience in writing data driven reports for technical and non-technical audiences, with a particular focus on education matters.
  • Previous work experience in a developing country and/or in a humanitarian context.
  • Strong competence with the following Microsoft Office applications: Word, Excel, PowerPoint.
  • Fluency in English is required. Fluency in French and/or Spanish is an asset. Knowledge of another official UN language (Arabic, Chinese or Russian) or a local language is an asset.
  • Below aspects would be considered assets:
    • Knowledge of learning outcome measurement techniques.
    • Experience related to funding mechanisms in education in emergencies and/or protracted crisis.
    • Experience in managing innovation, organizational learning, and change.
    • Strong interpersonal skills in being able to develop and maintain effective working relations with a diverse range of stakeholders.
    • Ability to work in a lean structure, which requires flexibility and proactivity.
    • Strong writing skills and ability to respond to tight deadlines with a good attention to detail.
    • Excellent organizational skills: ability to proactively manage different time-sensitive processes and tasks at the same time.
