UNDP works to improve the lives of vulnerable communities, with the overarching objective of preventing loss of development gains, promoting human rights, and finding sustainable pathways to development. UNDP projects under the democratic governance portfolio aims to strengthen state institutions, support democratic development and the rule of law, ensure crisis prevention, support policy development, and integrate gender equality into all areas of work. UNDP works to support the human rights ecosystem by strengthening human rights institutions to promote and protect human rights for all.
This UNV assignment is part of UNDP Pakistan’s Decentralization, Human Rights and Local Governance (DHL) project. The DHL Project works to strengthen rights-based governance in Pakistan at national and sub-national levels. For this objective, the DHL project engages government entities, National Human Rights Institutions (NHRIs), private sector, civil society, academia, and other key stakeholders to protect, respect, and promote human rights. Furthermore, UNDP-DHL aims to empower local communities, human rights defenders, and vulnerable & marginalized populations to ensure an inclusive and participatory approach to the implementation of human rights laws, policies, and frameworks.
UNDP-DHL has commenced a multi-year project supported by the European Union (EU) which will engage a diverse set of public and private institutions, along with civil society stakeholders, to advance human rights across Pakistan. The project will focus on four pillars, including governmental human rights structures, national human rights institutions, human rights education and business and human rights.
Under the programme, UNDP-DHL continues its support to the Ministry of Human Rights and relevant government departments to strengthen their capacities, develop human rights policies, and national action plans and facilitated effective human rights data collection and reporting. UNDP-DHL’s approach towards strengthening governmental human rights structures for human rights implementation, reporting and follow up is integrated into activities and consultative processes across the programme, ensuring a holistic approach. The overall goal is to enhance the fulfilment of human rights in Pakistan. The main objectives of the programme with regards to strengthening human rights structures are:
• To improve the effectiveness of institutions and systems promoting, protecting, and fulfilling human rights. • To strengthen reporting and digitization capacities of national and sub-national governments to provide people centered, and inclusive services.
The incumbent UNV will be stationed at the Ministry of Human Rights (MoHR) in Islamabad and will be responsible for supporting the Ministry with its monitoring, evaluation and reporting on its activities under the Huqooq–e–Pakistan II project.
Under the day-to-day direct supervision of Director (IC Wing) at MoHR, the Monitoring and Evaluation Specialist will support the MoHR in monitoring, evaluation, reporting, and learning of the overall implementation of project activities under the "Huqooq-e-Pakistan II" project. The key responsibilities include:
• Establishment of Monitoring and Evaluation Frameworks: • Design and implement a comprehensive M&E framework to track project progress, outcomes, and impacts, ensuring alignment with project goals and human rights indicators. • Develop and maintain a robust system for collecting, storing, and analyzing quantitative and qualitative data across all project activities. • Establish key performance indicators (KPIs) and benchmarks for project outcomes, ensuring they are relevant, measurable, and aligned with project objectives. • Collaborate with the Project Implementation Expert and other MoHR staff to ensure that M&E systems are fully integrated into project planning and delivery processes. • Ensure that M&E processes are inclusive, capturing gender and human rights-sensitive data that reflects the diverse needs of stakeholders.
• Monitoring and Evaluation of Activities: • Monitor the timely delivery and implementation of activities under the HeP II-MoHR workplan. • Develop and manage tools for data collection (e.g., surveys, questionnaires, focus group guides) and ensure they are properly tested and validated before field deployment. • Monitor project activities and ensure compliance with M&E protocols, identifying any gaps or challenges in real-time. • Support the preparation and submission of regular M&E reports to internal stakeholders, donors, and government partners, ensuring data accuracy and transparency. • Liaise with UNDP Pakistan for monitoring, evaluation, and reporting activities related to the Huqooq–e–Pakistan II project. • Assist with the preparation and submission of periodic progress reports and recommend corrective actions for program improvements based on evaluation findings.
• Training and Capacity Building Support • Provide technical support to project teams in interpreting data, using M&E findings to inform decision-making and adaptive management strategies. • Design and deliver training sessions on M&E tools, techniques, and best practices for key partners, strengthening overall programmatic capacity. • Develop training materials and handbooks on data collection methods, M&E processes, and reporting standards, ensuring they are practical and context appropriate. • Support the implementation of capacity-building programs for government partners to improve their M&E and reporting capacities related to human rights programming. • Where required, provide technical support in data collection, reporting, and analysis to enhance their ability to engage in self-monitoring and continuous learning.
• Programmatic Learning Support and Coordination • Establish a culture of learning within the project by ensuring that M&E findings are actively used for reflection, adaptation, and continuous improvement. • Conduct regular learning reviews and reflection sessions to analyze challenges and successes, ensuring that lessons learned are integrated into ongoing project activities. • Facilitate the integration of feedback loops into the project’s activities, ensuring that insights from are actively used to refine strategies and improve interventions. • Collaborate with the Communications Specialist and Program Implementation Expert to translate M&E findings into impactful stories, reports, and presentations that highlight lessons learned and key programmatic insights. • Establish and maintain a repository of programmatic learning resources (e.g., research, reports, case studies, feedback) that are accessible to project teams, government partners, and civil society organizations for reference and capacity-building.

As this is a national UNV assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.
UNV Field Unit will help you open a Pak rupee bank account with Standard Chartered Bank or any other local bank at your duty station.
