The post is found in the West Africa Regional Office of the High Commissioner for Human Rights (OHCHR) and the position in based in Dakar. The candidate will work on the implementation of a project aimed at protection of the human rights of migrants (PROMIS). UNODC and OHCHR launched a joint project in 2017 called “PROMIS - Protection of Migrants”, funded by the Kingdom of the Netherlands aimed at promoting a human rights-based response to the smuggling of migrants (and related crimes) and effectively combating human rights violations related to irregular migration in West Africa.

Within delegated authority, the UNV will be responsible for the following duties:
Be responsible for monitoring, evaluation and reporting as well as documentation of project results, lessons learnt and challenges; Support the project coordinator in the development and maintenance of a functioning monitoring, evaluation and reporting system, which will be coherent with project documents, and will generate data that allows for programme analysis. Roll out program Project Monitoring, Evaluation and Reporting system including data flow chart, M&E plan, M&E tools, and reporting templates in line with donor requirements; Liaise with colleagues on data collection and reporting including being program focal person for all surveys and evaluations; Consolidate and submit to project coordinator high quality and timely reports capturing all relevant disaggregated details and indicators as required; Ensure data quality checks on reports through data verification and validation before submission; Drafting of regular progress reports to be submitted to the partner organization, donor Assist in coordinating the development and implementation of communications strategies (including key messages) and work-plans, campaigns, events and other initiatives Upon request, conduct research and human rights capacity building activities in the West African region Results/Expected Outputs Web based Project Monitoring, Evaluation and Reporting system Staff trained and regularly updating the Project Monitoring, Evaluation and Reporting system Quality Evaluations effectively undertaken in compliance with OHCHR procedures Quality Research processes effectively undertaken with timely outputs delivered on key deliverables on the M&E Annual Workplan

the area of monitoring, evaluation and reporting is required; Previous experience in developing quantitative and qualitative tools (i.e. surveys, focus group discussion) with particular focus on participatory approaches is required; Previous experience in reporting and project development is required; Fluency in both English and French is required; Experience working with UN Agencies or programs working on migration, rule of law and or human rights is desirable; Experience working in Africa is desirable; Previous experience in leading capacity building efforts within the international development domain is an asset; Previous experience in preparing communications products is an asset; Excellent interpersonal skills; both verbal and written communications skills as well as strong team working skills. Ability to manage multiple tasks in an effective, pro-active, and timely manner.

The assignment will take place in the nation’s capital, Dakar, a family duty station (Hardship classification A) with missions to the region. Dakar is a liveable city. The spontaneous reception and hospitality of the Senegalese are among the characteristic features of this West African country. The living conditions in Dakar are good, as well as the access to health services. The yellow fever vaccine is compulsory, and vaccination cards should be presented at the entrance. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies, but it is recommended to bring specific prescription drugs. According to ANSD/RGPHAE 2020 official estimates, the Dakar metropolitan area population reaches over 3,9 million people. The total population of Senegal is 16 705 608 inhabitants (ANSD 2020). Senegal is located on UTC/ GMT. Senegal has a warm climate and sunny days throughout the year that make it a comfortable duty station. Daytime temperatures are, on average, around 30°C. The rainy season is in the northern hemisphere’s summer/fall. The currency used in Senegal is called Franc CFA (XOF). On 1st March 2021, the average exchange rate is 1 USD = 535,913XOF. Many hotels, restaurants and businesses in Senegal accept the leading international credit cards (Visa, MasterCard, American Express, etc.). It is also possible to withdraw cash from automatic telling machines found in all the major cities. The accommodation facilities are in general good, and the choice is vast. It is possible to rent unfurnished and furnished accommodations from 450 to 2000 USD. UN Volunteers can also co-rent and share private concessions, which must comply with Minimum Operating Residential Security Standards (MORSS). Local taxis can easily arrange Transportation in town. A valid passport is required to enter Senegal and a negative COVID-19 test. ECOWAS (Economic Community of West African States) nationals are not required an entry visa. Citizens of other countries may be required an entry visa or long-stay visa. They should contact the closest Senegalese representation. Senegalese Embassies and consulates in various West African countries and other parts of the world issue visas before travel.
