Organisational context

WFP Sao Tome and Principe Country Office (CO) will lead the implementation of a joint Project “Promoting local food value chains and equitable job opportunities through a sustainable agri-food industry in STP”, funded by the Joint SDG Fund, and will be responsible for overseeing the implementation, monitoring and evaluation of the project, as well as preparing and submitting reports to the Joint SDG Fund, through the UN Resident Coordinator Office RCO.

Given the CO size and limited technical capacity, it will be necessary to hire a consultant to strengthen the Country Office, and particularly to provide direct support to the programme unit in collecting, compiling and analysing data and information from the projects being implemented by the CO, with focus on the Joint SDG project, in drafting the M&E reports in a coherent and comprehensive manner and in submitting them to the Head of Office, to RBD and to other interested parties within the established deadlines.

These terms of reference define the terms of contract for the recruitment of a national consultant who will be the M&E Officer and will work in close collaboration with the Officer-in-Charge, thus ensuring that all CO projects and activities are duly monitored and evaluated in a timely manner.

Key Responsibilities (not all-inclusive, nor exhaustive):

Working under the guidance of the Head of Programme and/or the Officer-In-Charge, the selected candidate will be responsible for:

  1. Providing guidance and assistance to the Country Office in planning and implementing M & E activities related to the Joint SDG Project and/or other CO projects and activities
  2. Developing monitoring plans that are risk-based and focus on measuring results
  3. Ensure minimum M&E standards and requirements for WFP operations are identified in project documents
  4. Support analysis of CO M&E data and provide feedback for improving results reporting
  5. Oversee the implementation and evaluation of WFP STP activities
  6. Assist in organizing the Steering Committee meetings and technical meetings with the national Government, local authorities (District Chambers), implementing partners and relevant stakeholders
  7. Conduct regular on-site visits and organize monitoring and evaluation meetings with the Government, local authorities, beneficiaries and targeted communities
  8. Support the Programme unit in collecting and compiling all the necessary data and information
  9. Liaise with the focal points of other UN agencies to ensure that data and information are provided in a timely manner
  10. Submit the M&E reports to the Office in Charge for review and endorsement
  11. Perform other tasks as requested by the WFP Officer-In-Charge and by the Project Coordinator.

Qualifications and Key Requirements:

Degree level: First University degree in Economics, Public Governance, Public Administration, International Development, International Relations, or other relevant field.

Years of work experience: Minimum professional experience of 5 years in the relevant areas.

Language: Fluency in Portuguese (Level C) is required. Knowledge of another UN language (English or French) will be an added advantage.

Technical Knowledge Skills

1- Knowledge and experience in the area of data collection and reporting, (previous experience within the UN system is desirable)

2- Knowledge and experience in managing the country office monitoring and evaluation tool (COMET)

3- Knowledge and experience of field work

4- Good knowledge of WFP operation in the country

5- Excellent communication and writing skills
