Mode of Engagement: The salary for this position is INR. 2,192,953 per annum (depending upon the last drawn remuneration of the candidate), leave plus a medical benefits as per WFP's plan. All tax liability for payments from this contract are to be borne by the subscriber. Qualified candidates will be retained on roster for at least two years and may be considered for future similar vacant posts.

JOB PURPOSE

In coordination with the WFP India Country Office and DMEO, NITI Aayog, Government of India, the post holder will be responsible to carry out the jointly agreed activities. S/he will be responsible for understanding the requirements of the DMEO priorities and provide customized support to them on jointly agreed objectives and activities.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Deputy Director General (DDG), DMEO, NITI Aayog, Government of India; and under the overall supervision by the Head of the Evidence and Results Unit, WFP India Country Office, the Programme Policy Officer (M&E) will be responsible to perform the following duties: Support adoption and implementation of National Evaluation Policy Framework • Provide technical support and advocacy for the adoption of evaluation policy framework across central and state government • Provide technical support and handholding to implement components of the policy framework at national and state government • Support in tracking the progress and quality of implementation Improve availability & utilization of updated evidence on Food Security and Nutrition sector • Support the completion of nation-wide NFSA evaluation with strong technical inputs • Support the dissemination and utilization of findings from NFSA evaluation across central and state governments • Undertake joint studies/ assessments/ evaluations/ pilots on new and emerging FSN issues • Collaboratively implement a pilot for longitudinal tracking of FSN in various regions • Collaboratively prepare and disseminate an Annual Compendium of FSN statistics in India Support strengthening and use of administrative data • Support in collation, analysis, synthesis, and insight generation from administrative data from Central Ministries/ state Departments implementing FNS programmes • Collaboratively review the administrative data architecture for Central Ministries/ Departments implementing FNS programmes, and recommendations for improvement from an outcome-lens Support in nurturing and fostering capacities & competencies of evaluators • Collaboratively develop offline and online customized courses, content, toolkits, guidance materials on M&E • Support in training of central and state government officers on M&E topics • Support in embedding the M&E curriculum into the coursework at central and state administrative training institutes (ATIs/CTIs) • Support in training of faculty at ATIs/CTIs on M&E • Support in embedding M&E as part of the academic curriculum in central and state universities • Support DMEO to implement the competency framework internally as well as for other central ministries/ departments and states as required Foster cross-exchange of knowledge for greater use of M&E • Organize, participate, and support in knowledge dissemination through joint workshops/ learning events/ seminars/ webinars/ conferences on M&E • Collaboratively publish joint articles, learning briefs, and case studies on use of M&E for decision-making. Team Supervision • The incumbent will be responsible to supervise WFP staff based in the DMEO, Niti Ayog.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCE

Education: Advanced University degree in the field of Food Security, Economics/Development Economics, Data Science, Statistics, Public Health, Nutrition, Public Policy or any other related field or First Level University degree with 2 additional years of experience Specialization is required in the field of Monitoring and Evaluation. Sound knowledge of food and nutrition security issues, government schemes and policies around food and nutrition security are essential. Experience: A minimum 3 years of professional experience in the field of M&E and Research; and experience working with the government to ensure effective delivery of objectives. • Strong knowledge of monitoring and evaluation systems of India and other countries. Have performed monitoring, evaluations and assessments at multiple field locations. • Strong technical capacity and experience in working with several statistical tools and methods for evaluation including impact evaluation, research and monitoring. Experience in undertaking pan-India study. • Cultivated sustainable relationships with government authorities, NGOs, research agencies, academia and other implementation partners. • Capacity to organize a multi-stakeholder large dissemination workshop/seminar. • Demonstrated capability of effective communication (both written and verbal) suited to variety of audience (ability to communicate technical reports to a non-technical audience) and collaborating with multiple partners. • Experience in working independently with minimum supervision, often in fluid and ambiguous situations will be required. • Experience and ability in managing teams with good leadership and people management skills. • Experience working in international organizations and multi-cultural environments is preferred.

Language: Fluent oral and written communication skills in English Working knowledge of Hindi is preferred.

We are seeking to fill the position of a Programme Policy Officer (M&E) based in the Development Monitoring and Evaluation Office (DMEO), NITI Aayog, Government of India, New Delhi, India. WFP has been operating in India since 1963 and currently, provides technical assistance and capacity strengthening to the government, with a focus on the three main food based safety-nets, in order to improve their efficiency and effectiveness in achieving their goals of improved food security and reduced malnutriiton. The Government of India is running the world’s largest food safety net programmes through National Food Security Act, 2013. Nearly 813 million people are receiving benefits of subsidised foodgrains through Public Distribution System (PDS), 100 million children benefit from school meals under PM POSHAN and 100 million pregnant and lactating women, young children and adolescent girls receive supplmental nutrition under the Integrated Child Development Services (ICDS). Altogether, out of 70 billion USD that Government of India spends on subsidies, nearly 30 billion USD is spent annually to run these three programmes. These programmes are well designed, however, lack effective monitoring and evaluation (M&E) which leads to leakages and sub-optimal outcomes. Development Monitoring and Evaluation Office (DMEO) of NITI Aayog is the nodal office of Government of India for providing monitoring and evaluation support to these programmes. DMEO is working on setting M&E standards and creating M&E ecosystem in the country. Given WFP’s global programmatic interventions in the areas of food and nutrition security and it’s effective global monitoring and evaluation system, WFP and DMEO has established a long-term partnershipts to strengthen the monitoring and evaluation ecosystem in the country. The objectives of WFP-DMEO partnership is to support implementation of national evaluation policy framework, improve availability and utilization of updated evidence on FNS sector, support strengthening of administrative data, support nurturing and forsterin of evaluator capacities, foster cross-exchange of knowledge on M&E.
