  • Fluency (level C) in English and local languages (Shona/Ndebele).

  • Proven experience working in a busy analytical environment and handling sophisticated analysis.
  • Strong written and oral communication skills, including substantive report writing skills.

ORGANIZATIONAL CONTEXT

We are looking for an M&E Officer, who will be responsible for the implementation of data consolidation, sophisticated analysis and preparation of evidence-based reports in the monitoring and evaluation unit. Job holders report to the Head of the Monitoring & Evaluation Unit. Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To provide support to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Work closely with country office data owners, and partners to identify data gaps and data visualization needs for country operations.
  2. Identify new high-value M&E datasets in the country office (such as data relevant at local levels) for inclusion in data triangulation and secondary data analysis.
  3. Sensitise and advise functional units and activity leads about the various tools and resources related to M&E data in WFP.
  4. Conduct analysis to provide timely monitoring and prepare reports aligned with WFP and donor standards and processes.
  5. Coordinate relevant briefings and meetings; provide and monitor the implementation recommendations for improvements.
  6. Champion and facilitate the adoption of corporate platforms and processes around data integration to foster a culture of data-driven decision-making.
  7. Keep up to date and advise on data requirements that may potentially impact upon the WFP activity to enable timely and appropriate programme evolution and intervention.
  8. Report progress and issues to the Head of Unit.
  9. Conduct other duties sought at improving the CO’s capacity to work with data.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University Degree in Business Administrations, Data Management, Statistics, Mathematics, Marketing, Communications, Information Management other relevant field. Language:

Fluency (level C) in English language and the local languages(Shona/Ndebele).

Experience:

At least 1 year relevant progressive work experience in information management, information systems, web management, data management, GIS mapping, data visualization or project management.

Knowledge & Skills:

Proven experience working in a busy analytical environment and handling sophisticated analysis.

Experience working with teams and team processes.

FUNCTIONAL CAPABILITIES

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring. Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

Deliverables at the end of the contract

Produce monthly data and narrative reports;

Initial analysis and reports produced and reviewed;

Data literacy and skills of national staff in the unit developed;

Awareness increased around the data agenda among field office, activity and functional managers and other focal persons.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has gained experience in implementing technical programs (i.e. nutrition, etc.). • Has implemented programmes and provided input into designing operations. • Has provided input into policy discussions and decisions.

WFP offers a competitive compensation package which will be determined by the contract type and selected candidate’s qualifications and experience.
