ORGANIZATIONAL CONTEXT

WFP established a Multi-Country Office in Barbados to provide technical assistance and capacity-strengthening programming across 22 countries and territories in the English and Dutch-speaking Caribbean. Across the Caribbean, WFP is applying its global expertise to a programme of cross-functional activities designed to improve regional and national preparedness and strengthen systems to deliver rapid and appropriate assistance to people impacted by shocks and disasters. The regional programme of work includes technical assistance on social protection (e.g. data analysis/collection, digitalisation, payments), vulnerability and risk analysis, integrated supply chain management, food security/food systems and disaster risk financing.

The office also responds to emergencies in support of governments and CDEMA as needed, including previous responses in the Bahamas (2019) and Saint Vincent and the Grenadines (2021), which both included cash-based transfer responses.

JOB PURPOSE

The purpose of this role is to support the development and implementation of monitoring, reporting and evaluation aligned to WFP corporate standards and to generate evidence on results of activities, in order to inform policy, strategy and programme design and implementation. This includes coordinating monitoring activities, providing inputs to reports (written analysis, quantitative results, visuals), managing or supporting the management of decentralized evaluations, supporting thematic reviews, and positioning WFP as a reliable partner for governments to build monitoring and evaluation strategies. The role will track the progress of WFP's technical assistance and partnerships with governments on social protection, food security, disaster risk financing and vulnerability analysis. It will include reporting on persons reached and activities accomplished, as part of corporate frameworks, and communicating results. The role may also support the formulation of monitoring strategies and contribute to policy development and various initiatives.

This role will report to the Head of Programme Unit or their designate.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide inputs to the development of Monitoring, Review and Evaluation plans that will provide the most relevant and strategic information toward achieving expected results (as set out in the Country Strategic Plan (CSP) and other global and regional plans), while being compliant with WFP evaluation and monitoring requirements. 2. Budget for M&E costs and advocate through line manager for both appropriate financial and human resourcing. 3. Provide feedback on the formulation of the Regional Monitoring and Evaluation Strategies and support their operationalization. 4. Contribute to evidence-based decision-making on programme design and implementation, notably through making monitoring, review and evaluations findings accessible, developing innovative, user-friendly and informative products. 5. Support WFP Management in addressing recommendations from monitoring, reviews and evaluations to ensure that follow-up actions are taken as required. 6. Contribute to building M&E capacity of WFP staff and partners through training and information sharing. Manage junior staff members and guide as required to enable high performance. 7. Provide inputs to line manager regarding the development and implementation of national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals. 8. Take responsibility for integrating protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

Specific to the monitoring function

9. At Country Strategic Plan (CSP) design stage, support the Head of M&E or Head of Programme in developing a Theory of Change outlining how the expected results are likely to occur and listing key assumptions and risks. 10. Support line manager in ensuring that CO monitoring systems and tools are in place and compliant with corporate standards including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF). 11. Draft regular monitoring reports on status of results and implementation progress and contribute to the data analysis. 12. Support mid-term reviews and thematic reviews which are intended for internal learning, strategic and operational decision-making.

Specific to the evaluation function 13. Manage or support senior officer in the management of decentralized evaluations in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). This entails managing or supporting evaluation processes from planning to completion: sourcing, hiring and supervising external evaluators; engaging stakeholders appropriately in the evaluation process and managing communications and budgets. 14. Support centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations and donor-led evaluation in country. 15. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

Experience: Minimum of three or more years relevant professional working experience including monitoring and evaluation activities. Experience using a variety of quantitative and qualitative analytical tools and methods.

Language: Fluency (level C) in the English language.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Cultivated sustainable relationships with local NGOs, government authorities, and other implementation partners. • Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modeling needs. • Performed monitoring, evaluations and assessments at multiple field locations.

TERMS AND CONDITIONS

Who Can Apply?

  • This position is open to nationals of Barbados and CARICOM member states and associate members. CARICOM Nationals applying for National position outside of their home country bear sole responsibility for required actions or expenses related to relocation, accommodation, repatriation and any other living expenses, etc. A CARICOM Skilled National Certificate is a pre-requisite of employment for successful candidates who are not from the country for which the position is advertised.

  • Duration on Contract: 12 months with the possibility of extension, based on organisational requirements.

  • Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such, medical clearance is required.
