The Gambia has had a successful transition from 22 years of authoritarian rule to an embryonic democratic dispensation. Under the previous regime, serious human rights violations were committed and justice institutions were systematically manipulated to preserve the regime in power. Justice delivery has been slow and there has been a deficit in access to justice for the population, as well as very limited state support mechanisms or legal aid services available for victims, and defendants. To consolidate democratic governance in The Gambia, the Government in its 2018-2021 National Development Plan (NDP) identified governance as a key priority for reform to assure the durability of peace, transitional justice, and reconciliation. The new administration embarked on several reform initiatives including national reconciliation, constitutional review, and security sector reform.

In December 2017, The Gambia’s Truth, Reconciliation and Reparations Commission was established by an Act of the National Assembly to investigate and establish an impartial historical record of human rights violations that occurred in The Gambia between July 1994 and January 2017 under former President Yahya Jammeh’s rule, grant interim reparations to victims of abuses, recommend persons for prosecution and amnesty, and promote national reconciliation. The TRRC concluded its work and submitted its Final Report to the President in November 2021. Public, particularly victims’, expectations remain high that the final recommendations of the TRRC address their needs and will be implemented by the Government in a timely and comprehensive manner, to achieve justice, including gender-justice, promote national reconciliation and sustainable peace in The Gambia.

The PBF has approved a joint UNDP and OHCHR post-TRRC Project for The Gambia. The project aims to support the transitional justice process with special focus on the recommendations of the TRRC, as well as those coming from civil society, and an overall objective of continuing the process of successful, peaceful democratic transition in The Gambia. The project is expected to support the Government of The Gambia to create awareness of and improve capacities to implement recommendations made by the TRRC using a consultative and participatory approach involving key national institutions such as the Police, Judiciary, National Human Rights Commission, and civil society organizations, with a special focus on victims’ and women’s organizations.

Within the delegated authority and under the supervision of the Programme Specialist – Governance, the International UN Volunteer will undertake the following tasks:

● Provide M&E related support to the post-TRRC Project, including monitoring and analysis of implementation progress; ● Collate information from project management team and prepare written reports including a detailed annual report; ● Finalize/compile the post-TRRC Project’s Results Framework, prepare an M&E Plan and monitor progress in achieving project outcomes, including through producing tools for collection of data (such as perception surveys), collecting baseline data and implementation data, and undertaking field visits; ● Record monitoring data and analyze it for accountability and learning purposes; ● Provide support to relevant perception surveys and reports; ● Ensure that collection of data and analysis for monitoring the post-TRRC Project projects is gender sensitive and includes age disaggregated data; ● Coordinate linkages and communication within and among the project management team; ● Provide training activities on M&E for project management staff and partners working on the post-TRRC Project, in line with PBF Guidelines requirements; ● Organize specific project impact monitoring and evaluation trainings; ● Provide monitoring, reporting and evaluation guidance to the post-TRRC Project; ● Provide quality assurance and guidance to project management team with regards to timely and quality project reporting (semi-annual/annual/final); ● Draft Peace Building Fund (PBF) Secretariat project reports; ● Actively participate in the UNDAF M&E Group working program; ● Accompany project evaluations and support the evaluative exercises of the post-TRRC project; and ● Implement the Project and identify areas of weaknesses to ensure the project achieves the planned results in accordance with relevant plans ● Follow directions set for him/her including roles and responsibilities, accountability and reporting ensuring that the work is conducted in accordance with UNDP’s relevant business processes and that high – quality outputs are delivered on time as well as with UN Peacebuilding requirements ● Perform project quality assurance, monitoring, reporting, field missions, audits, evaluations, formulations, and project support services providing day-to-day work within the project and with other Country Office units ● Establish annual results, on-going feedback and mid-term and final assessments in line with UNDP Rules and Regulations ● Ensure project meets expectations with respect to quality, budget, delivery timelines, and strategy ● Brief and consult with the Programme Specialist - Governance and other agencies representatives on project progress and provide information and advice as required to contribute to the Country Office initiatives ● Identify areas of improvement by applying best practices/lessons learnt using UNDP corporate monitoring tools and corporate reports ● Provide support in partnerships with specific project partners ● Contribute to manage donor expectations and manage day-to-day donor interaction ● Seek and identify additional partnership and funding opportunities, and prepare funding proposals, donor briefing and presentations in support of resource mobilization to advance UNDP’s and the project goals ● Assist to mobilize, foster, and strengthen strategic partnerships with UN agencies, and other relevant multilateral and bilateral organizations to advance and support the project ● Propose collaboration with relevant Government bodies by working closely with Government counterparts and national partners ● Establish strong ties to and with national programmes, and other relevant stakeholders

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

● Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day) ● Be acquainted with and build on traditional and/or local forms of volunteerism in the host country ● Provide annual and end of assignment self- reports on UN Volunteer actions, results, and opportunities
● Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. ● Assist with the UNV Buddy Programme for newly arrived UN Volunteers ● Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible

● As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including: ● All the tools for the implementation of the project (AWP, Procurement Plan, M&E) are available ● The project is implemented on time, the target achieved ● Activities are implemented on time ● A quality project delivery is realized ● Monitoring and follow up of the project are performed on time ● The information regarding the Project in ATLAS are logged and updated ● Age, Gender and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment ● A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed

The Gambia is classified as a family duty station and is a generally safe country to live in. This position would require residence in the Greater Banjul Area, which boasts of relatively easy access to services, utilities, and facilities, including communication, housing, and transportation services.
