STRATEGIC OBJECTIVE/ACTIVITY:

The M&E Officer will be responsible for ensuring M&E process monitoring run smoothly and a direct line of communication and exchange is open with the field. This includes planning, updating tools, developing knowledge transfer tools, capacity building and training as well as regular reporting on key process indicators, as well as conducting additional process M&E activities to support evidence-based programming and design. Organizational Context and Role:

The M&E Officer Operations will work in the Monitoring and Evaluation Unit and in collaboration with the other units of WFP.

Supervision received:

This post is based in Syria Country Office (SYCO) and falls under the direct supervision of NO-B M&E officer, process and output planning and reporting in Damascus.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the M&E Officer process monitoring will be responsible for the following duties: • Develop annual Process Monitoring, plan in collaboration with activity managers to ensure integrating operational plans and any pilots. This includes regular follow-up on a quarterly basis with Field Offices (FOs) and activity managers to ensure achieving annual monitoring targets and updating the plan as needed in line with operational realities. • Support M&E officer, process and output planning and reporting, process monitoring systems and tools such as On-Site Monitoring (OSM) and Finding Tracking Management (FTM) system are up to date and compliant with corporate standards including the Minimum Monitoring Requirements (MMR), and Standard Operational Procedures (SOP). • Collaborate with dashboard focal point to develop and update coverage dashboards, and FTM dashboard including Cooperating Partner (CP) view to meet needs of users at FOs and CO levels. • Work closely with Syria Monitoring Database (SMD) focal point to ensure addressing issues on the system and additional requests to improve and enhance FTM automation process. • Work closely with automation focal point to improve OSM-FTM tool automation by completing the mapping of FTM categories to OSM questions to automate issues determination and eliminate manual data entry. Work closely with automation focal point to ensure updating of tools SOP related to OSM-FTM tools. • Work collaboratively with Accountability to Affected Population (AAP) focal point to ensure regular revision of FTM guidance in line with Community Feedback Mechanism (CFM) guidance to ensure successful triangulation. • Work closely with different activity managers to update the SOP for FTM particularly in relation to description of categories and actions required for successful resolution of issues. This needs to be done in consultation with FOs activity focal points to ensure relevance to field operations.

• Developing training materials and delivering training and capacity building on regular basis to field teams including Third Party Monitoring (TPM) to ensure quality data collection in the field. • Work in collaboration with M&E field operations staff to identify specific FOs training needs at FOs level and CP level. • Developing quarterly reports on the key issues raised through process monitoring and support process and output M&E officer in conducting regular stakeholder meetings to discuss quarterly findings. • Ensure regular submission of monthly monitoring reports from FOs, and TPM companies, and reviewing monthly monitoring update before circulation. • As necessary develop process learning tools for pilots and target program areas. which are intended for internal learning, strategic and operational decision-making. • Support M&E officer for process and output planning and reporting in completing Vulnerability and Mapping (VAM) and M&E budgeting tool on annual basis. • Participate in the integration of protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

STANDARD MINIMUM QUALIFICATIONS

Education:

Master’s degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

1 year or more post graduate relevant professional experience if holding a master’s degree, and 3 years post graduate relevant professional experience if holding a bachelor’s degree.

Relevant professional experience should be focused on monitoring and evaluation activities, humanitarian work and experience using a variety of quantitative and qualitative analytical tools and methods.

Language:

Fluency in both oral and written communication in Arabic and in English.
