The vision of UNICEF Bosnia and Herzegovina country programme 2021-2025 is that all children in Bosnia and Herzegovina will benefit from an equitable realization of their rights to health, education, protection, and participation, overcoming the existing bottlenecks and in line with the Sustainable Development Goals. The Theory of Change is that children will have more chances to survive, thrive and develop to their full potential if more children, from birth through adolescence, enjoy greater access to and use of strengthened service-delivery systems in health, nutrition, early childhood development, inclusive education, social protection, care and justice systems, and if parents and communities are enabled to fulfil children’s rights through positive social norms and practices

To further enhance the protection and promotion of children’s rights in the 2021-2025 programme cycle, results will be achieved in the following priority areas (programme components):

1. Every child survives and thrives

This programme component will focus on the enhancement of quality, evidence-based and integrated immunization, nutrition and early childhood development systems.

2. Every child learns

Under this programme component children and youth will benefit from quality and inclusive education, and 21st century skills development and productively participate in society.

3. Every child is protected from violence and exploitation

A holistic approach will be applied for the improvement of structures, functions, capacities, continuum of care, process of care, accountability of the child protection system across the social welfare, care and justice sectors. Ending violence against children, deinstitutionalisation and ensuring equitable access to justice for all children will be at the core of the child protection programme.

4. Every child has an equitable chance in life

This programme component will enable children and their families to benefit from the following: enhanced child rights monitoring, including evidence generation, analysis and policy advocacy on child poverty; strengthened child-sensitive social protection and inclusion systems; and improved local governance for children and youth.

How can you make a difference?

Monitoring and Evaluation Officer is accountable for the accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring & evaluation (M&E), preparation of reports, communication and partnership, and in implementing training programmes for national and sub-national data collection, monitoring, evaluation and research capacity building with special attention to the interest, concern and participation of primary stakeholders.

KEY ACCOUNTABILITIES:

1. Integrated Monitoring, Evaluation & Research Planning (IMERP)

Provide technical support to ensure that the Country Office and national partners use a well-prioritised and realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the Country Programme, including tracking and assessing UNICEF’s distinct contribution.

2. Situation Monitoring and Assessment

Provide technical support to ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.

3. Programme Performance Monitoring

Provide technical support to ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans.

4. Evaluation

Provide technical and coordination support to the M&E/CRM Specialist to help to ensure that a well-prioritised and strategic selection of evaluations at programme or Country Office strategy level is managed in order that each evaluation is designed and carried out with quality process and products and that evaluation results are useful to the intended audience.

5. Monitoring Capacity Building

Provide technical support to ensure that the monitoring capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring processes.

6. Communication and Partnerships

Provide technical support to ensure that all of the above tasks are carried out and accomplished through effective communication and partnerships.

To qualify as an advocate for every child you will have:

  • University degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research
  • One year of relevant professional work experience
  • At least one instance of exposure to emergency programming, including preparedness planning
  • Active involvement in a humanitarian crisis response programme preferred
  • Fluency in English and local languages
