Position: Monitoring & Evaluation Officer -The Improved Service Delivery with Social Accountability Integration for the Citizens in Cambodia (ISD with SA Project)

  • Salary: Negotiable

  • Contract: Fixed term (17 months)

POSITION DESCRIPTION:

Actual hiring is contingent upon winning the bid for this proposal. The project is looking for a candidate who have his/her expertise in Monitoring and Evaluation. The successful candidate is expected to represent and stand for Core Value of WVI. The Monitoring and Evaluation Officer (MEO) will report to Senior Project Manager who will be leading this project. The MEO will work in coordination with 2 provincial coordinators who will primarily work with the Provincial Levels, 2 municipals and 2 districts to build capacity to CFs Leaders Network on M&E.

MAJOR RESPONSIBILITIES

  • Develop and implement data collection tools, M&E database, project M&E manuals, and guidelines in alignment with donor compliance, project objectives, and partner systems.
  • Responsible for completing relevant baseline, mid-line, and end-line assessments and other necessary surveys and submitting it to the Senior Project Manager.
  • Responsible to track the project progress together with staff and stakeholders, consolidate and prepare.
  • Reports in general such as, but not limited to, monthly, quarterly, and semi-annual reports which will be submitted for review and approval.
  • Accountable for maintaining comprehensive high-quality quality and updated databases containing qualitative and quantitative data of the project.
  • Build M&E and information management and provide capacity building to project staff and CAF Network with quality and timely.
  • Collection, collation, analysis, and accurate reporting.
  • Accountable for reaching satisfactory level of indicators target setting to accomplish the project goal and outcomes.

REQUIREMENTS:

  • Bachelor's degree in project management, Rural Development, Public Administration, Development, Economic, International Relations, Social Science, Educations or any related field.
  • 2 years of working experience in monitoring and evaluation, data management an analysis, data management development, project assessment & evaluation, project management or any related roles from NGOs, or private sectors
  • Any relevant short course certificate of joining monitoring & evaluation is advantaged.
  • Good knowledge of data analytical software (Ms. Excel and Ms Power BI)
  • Good knowledge of online data collection tools (Kobo Toolbox or ODK).
  • Knowledge of gender, disability and ethnic minority in M&E
  • Competences and skills in communication, capacity building and data management.
  • Good analytical/problem solving skills and attention to details.
  • Good in computer MS Office Skills (MS Words, Excel, Power Point, Internet, email etc)
  • Khmer is native speaking and very good English in both writing and speaking.
